AKC has continued to track radical animal rights activists in their push to force a ballot initiative on Oregon voters in the November 2024 general election. Known as IP 3, or “The Abuse, Neglect, and Assault Exemption Modification and Improvement Act”, the initiative would ban many dog-training practices and classify some humane dog breeding practices as sexual assault—among many sweeping changes to the everyday lives of Oregonians.

However, AKC believes IP 3 is very unlikely to make the ballot in 2024. At the same time, backers of IP 3 have already filed a very similar measure, IP 28, with Oregon’s Secretary of State for the 2026 election.

AKC will continue to track this dangerous ballot initiative and remains active with a larger coalition fighting against the efforts of these animal rights extremists.  We thank those who have taken the time to help spread the word about not signing petitions and supporting this dangerous initiative.
