Two positive measures one protecting proper legal status of animals and one promoting responsible dog breeding have passed Missouri committees and are awaiting action by the Missouri House of Representatives.
House Bill 1513 would prohibit state laws from conferring “upon any animal a right, privilege or legal status that is equivalent or that exceeds a right, privilege or legal status” that the state confers upon humans. The measure further states that this exclusion of rights for animals does not limit laws that protect the welfare of animals in Missouri. The bill passed the House General Laws Committee by a 10-3 vote. Read AKC’s previous Legislative Alert for more details on HB 1513.
House Bill 1404 would declare December each year as “Pet Breeders Appreciation Month”. This measure recognizes the wonderful contributions that responsible breeders make not just to the economy but also to the health and well-being of purebred dogs. It unanimously passed the House Agriculture Policy Committee. Read AKC’s previous Legislative Alert for more information on this bill.
