New World Screwworm—Updates on Interstate Travel Requirements with Dogs

32 cases of New World Screwworm (NWS, hereinafter screwworm) have been detected in southwest Texas and New Mexico since the first case was detected on June 3, 2026. The United States Department of Agriculture (USDA) and state departments of agriculture and health officials are working together to address the issue.

The American Kennel Club (AKC) recommends that all dog owners, or anyone who works with dogs, to learn about NWS and to stay updated on developments and animal movement restrictions, especially:

• Anyone potentially engaging in interstate transportation with dogs—owners, AKC event competitors, professional handlers, event superintendents, and interstate transporters, including those that are part of shelter and rescue operations—should become familiar with new health and animal movement requirements imposed to help prevent further spread of the pest. Attention should be paid to NWS-related animal movement rules imposed by (1) their home state, (2) all states they will travel though, both outbound and return, and (3) their destination state.
• Show and trial secretaries, who are encouraged to determine the impact of NWS-related animal movement restrictions, particularly for events to be held in Texas.

About New World Screwworm

NWS is a parasitic fly whose larvae burrow into the living tissue of warm-blooded animals, typically through an open wound, causing painful wounds, serious infection, and sometimes death. It can affect livestock, wildlife, pets, and occasionally dogs, which may be at risk if they have open wounds or if they come into contact with infested animals or contaminated areas.

NWS was eradicated from the U.S. in 1966. However, 2023 and 2024 NWS detections in Central and North America led to forecasts that NWS would be detected again in the U.S. in 2025. This allowed USDA to invest in tools to address NWS, including expediting the targeted and aerial release of sterile screwworm flies, increased trapping for screwworm files along the southern U.S. border and just outside of the area where sterile flies would be released, implementing NWS surveillance and management strategies in wildlife, and conducting outreach in local areas.

On Saturday, June 27, 2026, a new sterile fly production facility officially opened in Metapa, Mexico. The facility, a joint effort of the United States and Mexico, is expected to be capable of producing 30 million sterile flies per week within two months. By the end of 2026, it is expected to produce 100 million sterile flies per week, effectively doubling the total production of the sole existing production facility in Panama. An additional facility under construction at Moore Air Base in Edinburg, Texas, is expected to be completed by November 2027.

USDA’s Food Safety and Inspection Service (FSIS) ensures that the nation’s commercial supply of meat, poultry, and egg products is safe and properly labeled. Meat, fruit, vegetables, or other food sources are safe from screwworm.

Federal and State Responses to NWS

Federal and state officials are responding to NWS by creating or maintaining 20-km Infested Zones around confirmed detections and imposing quarantines, movement controls, and heightened surveillance in those zones.

In addition to their regular animal movement requirements, states have created their own NWS-related rules, requirements, and movement restrictions for animals, which are listed below. Please note that while every effort has been made to provide current information, laws, regulations, and emergency orders often change. AKC makes no warranties or guarantees about the accuracy, completeness, or adequacy of the information below. Anyone planning for interstate travel with dogs should check official sources or contact the appropriate state agency for the most up-to-date information and requirements.

• ALABAMA: (1) All warm-blooded animals entering from an Infested Zone must be accompanied by a Certificate of Veterinary Inspection (CVI) from an authorized representative declaring all animals listed were given effective treatment for NWS. The CVI must also include the statement, “All animals listed on the CVI have been inspected and are free from screwworm larvae infestation.” Additionally, all animals must be inspected within five (5) days of movement, and the CVI will be valid for no more than seven (7) days from the date of inspection. The CVI must include an entry permit number, as approved by the state veterinarian’s office, at least 48 hours prior to entry; and document any effective treatment provided. (2) All warm-blooded animals entering Alabama from outside an Infested Zone but within an Adjacent Surveillance Zone or infested state must be accompanied by a CVI declaring that all the animals were inspected and found free of NWS. The CVI must include the statement, “All animals listed on the CVI have been inspected and are free from screwworm larvae infestation.” All animals must be inspected within five (5) days of movement. The CVI shall be valid for no more than seven (7) days from the date of inspection. Effective date: June 5, 2026.
• ALASKA: While NWS risk in Alaska is low due to the cool temperatures and environmental conditions, pet owners traveling to affected areas should be vigilant. Animal owners must follow state and federal regulations for importing animals into AK.
• ARIZONA: All animals originating from an Infested Zone intended for importation into AZ are required to be accompanied by a Pre-Movement Inspection Certificate, an Interstate Certificate of Veterinary Inspection (iCVI), and Entry Permit Number. The Arizona Department of Agriculture (AZDA) will verify animals to ensure the data elements for Active Surveillance associated with Pre-Movement Inspections are captured prior to AZDA granting an Entry Permit Number. Effective date: June 11, 2026.
• ARKANSAS: (1) For animals originating from an NWS affected area, AR requires a state entry permit plus an iCVI issued within seven (7) days of entry. The iCVI must state that the animals were inspected and found free of screwworm infestation. (2) All warm-blooded animals from an infested state but not from an Infested Zone must be accompanied by an CVI dated within seven (7) days of entry into Arkansas, which must include the following statement: “All animals were inspected and found free of evidence of NWS infestation.” Effective Date: June 17, 2026.
• CALIFORNIA: A quarantine has been imposed for dogs entering California that originated from a state or USDA-designated state with an active NWS Infested Zone. Dogs known or reasonably suspected of being infested with NWS shall not enter CA unless authorized by the California Department of Food and Agriculture (CDFA). iCVIs required for animals subject to the quarantine, including those originating from an NWS-Infested Zone, NWS Adjacent Surveillance Zone, NWS-infested state, or other affected area designated by the State Veterinarian must be electronically submitted to CDFA. All animals subject to the quarantine shall meet all inspection, treatment, certification, identification, permit, reporting, and movement requirements. Dogs entering from Mexico shall comply with all applicable USDA NWS screwworm entry requirements and shall obtain a CA Entry Permit. Animals subject to the quarantine must be inspected by a USDA-accredited veterinarian or authorized inspector, as applicable, within the required timeframe and be accompanied by an electronic CVI containing the statement, “All animals were inspected and found free of evidence of NWS infestation.” Effective date: June 12, 2026.
• COLORADO: Warm-blooded animals from an Infested Zone must enter CO only with approval and a Certificate for Movement from the state animal health office in the state of origin. Movement certificates must be submitted with a CVI. Animals must be inspected by an authorized veterinarian/official within five (5) days prior to movement. Animals with open wounds (without myiasis) must be treated with an authorized product within 14 days prior to movement. An entry permit must be requested from the CO State Veterinarian’s Office at 303-869-9130 within 48 hours of movement. Upon arrival, animals must be inspected by an authorized veterinarian or official. Standard interstate movement requirements (as listed through CDA’s Animal Import Tool) must also be met. Dogs originating from states with active Infested Zones require additional inspection within five (5) days prior to their entry into CO, including examination for any signs of screwworm, particularly open wounds, which must be treated according to authorized guidelines before movement. Effective date: June 10, 2026.
• CONNECTICUT: (1) Any animal infested with or suspected to be infested with NWS shall not enter until the animal has been examined and determined to be free of NWS by an accredited veterinarian. (2) Any animal originating from an Infested Zone shall not enter until the animal has been examined and determined to be free of NWS by an accredited veterinarian. (3) Any animal originating from a premises currently under quarantine for NWS or where suspicion of NWS exists shall not enter until that premises has been deemed free of infestation by the respective state animal health official. (4) Dogs originating from a state that contains an Infested Zone or an Adjacent Surveillance Zone shall be accompanied by a CVI from an accredited veterinarian issued within no more than five (5) days before entry. The CVI shall contain a statement that all animals were individually inspected by an accredited veterinarian, state animal health official, or federal animal health official and found free of obvious wounds and evidence of NWS infestation. Dogs must also be treated by an accredited veterinarian with a systemic product authorized for use against NWS prior to entry and must be within the labeled duration of action of the product upon entry. The name of the product used and the date and route of administration shall be noted on the CVI. (5) Dogs originating from an Infested Zone shall be treated by an accredited veterinarian with a systemic product authorized for use against NWS prior to entry, and must be within the labeled duration f action of the product upon entry. The name of the product used, and the date and route of administration shall be noted on the CVI. NOTE: Requirements remain in effect for 120 days unless rescinded, extended, or amended. Effective date: July 1, 2026.
• DELAWARE: All warm-blooded animals originating from a state with reported infestations must be accompanied by a CVI issued within 72 hours of movement. It must document that all animals listed have been inspected and found free of contagious and infectious disease and pests, including NWS, and must state, “All animals listed on the CVI have been examined within 72 hours of movement and none have been found to have a wound infested, or potentially infested, with New World Screwworm.” Effective date: June 8, 2026.
• FLORIDA: (1) All warm-blooded animals originating from outside an Infested Zone but from an infested state or high-risk county must be accompanied by an official CVI (OCVI), valid for five (5) days from the date of inspection, and include the statement, “All animals listed on the OCVI have been inspected and are free from screwworm larvae infestation.” (2) All warm-blooded domestic animals originating from an Infested Zone and being imported into FL must be accompanied by an OCVI documenting that all animals listed on the OCVI have been treated by an authorized administrator with an effective treatment for NWS. The OCVI must (1) state “All animals listed on the OCVI have been inspected and are free from screwworm larvae infestation.”, and (2) document the treatment provided, including treatment date, route of administration, and medication administered. The OCVI will be valid for five (5) days from the date of inspection. Any animal with non-infested wounds must have wounds topically treated with a product effective against NWS, and have documentation included on the OCVI. A FDACS Certificate of Animal Movement with permission number obtained at least two (2) days before the importation date is also required. Rescue and shelter dogs and cats originating from states with confirmed CWS detections are prohibited from entering FL until further notice. NOTE: As of June 26, FDACS classifies the following TX counties as Infested Zone Counties: Andrews, Atascosa, Bandera, Bexar, Blanco, Brewster, Brooks, Cochran, Coke, Concho, Crane, Crockett, Dimmit, Duval, Edwards, Frio, Gaines, Gillespie, Irion, Jeff Davis, Jim Hogg, Kerr, Kendall, Kimble, Kinney, LaSalle, Llano, Loving, Mason, Maverick, McMullen, Medina, Menard, Pecos, Reagan, Real, Reeves, Runnels, Schleicher, Starr, Sterling, Sutton, Terrell, Tom Green, Upton, Uvalde, Val Verde, Ward, Webb, Winkler, Yoakum, Zapata, and Zavala; and the following NM counties as Infested Zone Counties: Chavez, Eddy, Lea, and Roosevelt. Effective date: July 1, 2026.
• GEORGIA: (1) Animals coming from an Infested Zone must follow NWS Movement Guidance from USDA, request a GA entry permit at least 48 hours before intending to enter GA, and obtaining a GA entry permit. (2) Animals coming from outside an Infested Zone in a Listed State or County (all Texas counties not in an Infested Zone; in NM, Chaves, Eddy, Roosevelt, and portions of Lea Counties) must be accompanied by a CVI issued within seven (7) days of entry and be inspected and found free of NWS. Effective date: June 10, 2026.
• HAWAI’I: All animals requiring a CVI for importation to Hawai’i must have a certifying statement on the CVI that reads, “All animals were inspected and found free of evidence of New World Screwworm infestation.”
• IDAHO: For all warm-blooded moving from a designated NWS-Infested Zone, a CVI issued within five (5) days prior to movement into ID and a copy of the movement permit from the state-of-origin that authorizes the animals to leave the Infested Zone are required. For all warm-blooded animals originating from a state where NWS has been detected, but outside a designated NWS-Infested Zone, a CVI issued within five (5) days prior to movement into ID is required. Effective date: June 9, 2026.
• ILLINOIS: (1) For dogs from a state with an Infested Zone, the following must be obtained: An entry permit number; a CVI obtained no more than five (5) days before movement must be provided to the IL Department of Agriculture; and if required by the state of origin, a pre-movement animal movement certificate that must also be provided to the Department of Agriculture. (2) Additionally, for dogs originating from within an Infested Zone, the CVI must be obtained no more than five (5) days before movement, and documentation of the application of an approved, effective treatment for NWS within the14 preceding days. Effective date: June 29, 2026.
• INDIANA: For all livestock and companion animals coming from an Infested Zone must comply with requirements imposed by USDA and the origin state, and (a) be accompanied by an animal movement certificate provided and approved by the state of origin and approved by the IN State Board of Animal Health, (b) inspected by a USDA-accredited veterinarian within five (5) days of departure, and (c) obtain a CVI issued within five (5) days of movement. CVI must document application of effective treatment for NWS applied within five (5) days of movement. Animals leaving IN for exhibitions or other temporary movements may return on the same CVI used for travel if the CVI is still valid (less than 30 days) and the animal has not traveled into an Infested Zone. Effective date: June 9, 2026.
• IOWA: Animals imported from an Infested Zone must confirm and comply with state-of-origin movement requirements, comply with IA’s Animal Admission Health Requirements, and isolate imported animals from other animals for at least two weeks. Effective date: June 9, 2026.
• KANSAS: Any species originating from an NWS-Infested Zone must (1) be inspected by an accredited veterinarian and found to be free of NWS-infested wounds; (2) be treated systemically for NWS within no more than 14 days prior to movement; and (3) obtain a CVI within five (5) days of movement to be submitted both to the origin and destination state 48 hours prior to movement. Upon arrival, animals must be confined to a facility that will allow for close monitoring by the owners for at least 14 days and be subject to inspection prior to release by an accredited veterinarian or designee of the state animal health commissioner. Effective date: June 24, 2026.
• KENTUCKY: Domestic pet movements from infested states are encouraged to be accompanied by a (1) permit number from the state veterinarian’s office, (2) CVI issued within 72 hours of entering KY, (3) a signed statement from an accredited veterinarian attesting, “I have inspected the animals included in this shipment and have found them free of clinical signs of NWS myasis”, or state of origin or Kentucky pre-movement inspection forms filled and signed if available; (4) Notation of any NWS treatments given to the animals in the shipment; and (5) a signed statement/form obtained within 24 hours after entry attesting that the animals were inspected by either a private KY accredited veterinarian or their designee, KY Office of State Veterinarian personnel, or KY USDA Veterinary Service personnel, and that the animals were found to be free of NWS. Effective date: June 11, 2026.
• LOUISIANA: (1) Any species traveling from an NWS-lnfested State, but not originating from or transiting through an NWS-lnfested Zone, may enter LA with an OCVI/CVI that includes the statement: ”All animals in shipment do not originate from or transit through an NWS-lnfested Zone.” The OCVI shall not be valid for more than seven (7) days from the date of veterinary inspection. (2) Any species originating from or traveling through an NWS-lnfested Zone, may enter only if the following requirements are met: Meet all movement requirements established by the state of origin; obtain a permit from the Louisiana Department of Agriculture and Forestry/Office of Animal Health and Food Safety; and be accompanied by an OCVI stating, “All animals listed were individually inspected and found free of evidence of NWS infestation.” The OCVI shall be valid for no more than seven (7) days from the date of veterinary inspection. Effective date: June 5, 2026.
• MAINE: (1) Dogs infested with NWS or suspected of being infested are not permitted to enter until they have been examined by an accredited veterinarian and determined to be free of NWS. (2) Dogs originating from a premises currently under quarantine or where suspicion of NWS exists shall not enter until the premises has been deemed free of infestation and any quarantine has been released by the respective state animal health official. (3) Dogs originating from an Infested Zone or an infested county shall not enter until they have been examined and determined to be free of NWS by an accredited veterinarian. (4) Dogs originating from an infested county shall be accompanied by a CVI from an accredited veterinarian or federal animal health official issued within five (5) days of entry. The CVI shall state, “I have individually examined the animals listed on this CVI and have found them to be free of wounds and evidence of NWS infestation. To the best of my knowledge, within the shipment, will, or are known to have, traveled through or had contract with susceptible animals from a premises quarantined for NWS.” The CVI shall also list any medications approved for the treatment and prevention of NWS administered by a veterinarian in the prior 90 days to any of the animals listed on the CVI, including the date, dose, route of administration, and duration of action. NOTE: Dogs originating from an infested county are advised to be closely monitored for signs of NWS for at least 14 days after departure and receive approved systemic treatment administered by a veterinarian upon entry. Effective date: June 29, 2026.
• MARYLAND: All dogs originating from the states of Texas and New Mexico must be accompanied by an OCVI issued within 72 hours of movement, which must document that all animals have been inspected and found free of contagious and infectious disease and pests, including NWS. The CVI must contain a statement from the accredited veterinarian attesting that: “All animals listed on the OCVI have been examined within 72 hours of movement and none have been found to have a wound infested, or potentially infested, with New World Screwworm.” Effective date: June 8, 2026.
• MASSACHUSETTS: (1) Any susceptible species of domestic animal originating from an Infested Zone shall not enter MA until the animal has been examined and determined to be free of NWS by an accredited veterinarian. (2) Any susceptible species of domestic animal originating from a premises currently under quarantine for NWS or where suspicion of NWS exists shall not enter MA until that premises has been deemed free of infestation by the respective State Animal Health Official. (3) Susceptible species of domestic animals, including dogs, originating from a US state that contains an Infested Zone or Adjacent Surveillance Zone shall be accompanied by a CVI from an accredited veterinarian or a document indicating freedom from infestation provided by a state or federal animal health official issued within five (5) days prior to entry into MA. The CVI or document shall contain a statement that all animals were individually inspected by an accredited veterinarian, state animal health official, or federal animal health official and found free of obvious wounds and evidence of NWS infestation. (4) Susceptible species originating from or transiting an Infested Zone shall be treated by an accredited veterinarian with a systemic product authorized for use against NWS, prior to entry, and must be within the labeled duration of action of the product upon entry into MA. The name of the product used, and the date and route of administration, shall be noted on the CVI. (5) Dogs originating from a US state that contains an Infested Zone or Adjacent Surveillance Zone shall be treated by an accredited veterinarian with a systemic product authorized for use against NWS prior to entry and must be within the labeled duration of action of the product upon entry into MA. The name of the product used, and the date and route of administration, shall be noted on the CVI. Dogs and cats shall be accompanied by a CVI issued by an accredited veterinarian or government animal health official within five (5) days prior to entry into MA. Effective date: June 17, 2026.
• MICHIGAN: (1) Warm-blooded animals from an infested premises will not be allowed entry under any circumstances, until the premises has been released from quarantine. (2) Warm-blooded animals from an Infested Zone and Adjacent Surveillance Zone must have a CVI and a MI Department of Agriculture and Rural Development approval permit before entry. The CVI must note the zone of origin and include a statement that reads, “All animals were inspected and found free of evidences of NWS infestation.” Animals must also receive preventative treatment and noted on the CVI. The CVI shall be valid for five (5) days after the animal(s) are inspected by an accredited veterinarian. Animals must be visually reinspected once they reach their destination. (3) Warm-blooded animals from a state with an NWS detection but located outside of all defined Infested Zones and Adjacent Surveillance Zones must have a valid CVI submitted by an accredited veterinarian from the origin state. The CVI must include the statement, “All animals were inspected and found free of evidence of NWS infestation.” The CVI shall be valid for five (5) days after inspection by an accredited veterinarian. Animals must be visually reinspected once they reach their destination. (4) Warm-blooded animals from states adjacent to an Infested State must have a valid CVI submitted by an accredited veterinarian from the origin state. The CVI must include the statement, “All animals were inspected and found free of evidence of NWS infestation.” The CVI shall be valid for seven (7) days after inspection by an accredited veterinarian. Effective date: June 17, 2026.
• MINNESOTA: (1) Animals from USDA-designated active NWS sites will not be allowed import to Minnesota.  (2) Imports from states with USDA-active cases will be allowed if they meet all import requirements. A CVI must be issued by an accredited veterinarian within 72 hours prior to transport. The CVI is valid for seven days from the date of issuance, and must include the USDA-required certification attesting the animal has been inspected and determined to be free of NWS and that all applicable NWS import requirements have been satisfied.  Valid rabies vaccination certificates or pet passport must be emailed to the MN Board of Animal Health no later than three (3) days before the animal’s arrival.  An approved NWS treatment must be administered to dogs following a manufacturer’s guidelines; and the product name, dosage, and date of treatment must be listed on the CVI and also emailed to the MN Board of Animal Health within five (5) days of departure.  All animals will be quarantined for five (5) days upon arrival in MN.  Animals not meeting these requirements will be quarantined for a minimum of 10 days.     Effective date: June 30, 2026.
• MISSISSIPPI: (1) All warm-blooded animals imported from an Infested Zone must request an entry permit number at least 48 hours prior to movement and comply with USDA guidance. (2) All warm-blooded animals imported from outside an Infested Zone but within an Adjacent Surveillance Zone or high-risk county in an affected or adjacent state must be accompanied by a CVI that states, “All animals listed on the CVI have been inspected and are free from screwworm larvae infestation.” The CVI shall be valid for no more than seven (7) days from the date of inspection. Effective date: June 8, 2026.
• MISSOURI: (1) Any domestic animal originating from a state with an infested zone, but not within an infested zone, can enter with a CVI completed within 14 days of entry that includes the statement, “All animals were inspected and found free of evidence of NWS infestation and have not originated from or transited through an NWS Infested Zone.” If the CVI is non-electronic, an entry permit is also required. (2) Any domestic animal originating from within an Infested Zone must meet the movement requirements for the state of origin and obtain both an entry permit from the MO State Veterinarian’s office and a CVI that includes the statement, “All animals were inspected and found free of evidence of NWS infestation.” Effective date: June 26, 2026.
• MONTANA: (1) Animals originating from a restricted state may not enter MT with a CVI issued prior to the initial detection of NWS in the restricted state. (2) All animals originating from an Infested Zone must have an import permit from the MT Department of Agriculture and a CVI issued within five (5) days prior to entering MT documenting (a) a copy of the movement permit or other official document supplied by the state of origin documenting that animals have met the state’s requirements to leave an Infested Zone, (b) that the animals listed on the CVI have been administered an approved treatment no less than 72 hours and no more than 14 days prior to entry, (c) a statement confirming all animals have been inspected and are free from wounds and evidence of NWS larvae infestation, and (d) official identification for the animals (for dogs, a microchip or photographs of the pet from its front and both sides). The CVI must be issued within five (5) days prior to movement and after all other movement requirements have been met. (3) Animals originating from a restricted state but outside an Infested Zone must have a CVI issued within five (5) days of entry that includes a statement confirming all animals listed have been inspected and are free from wounds and evidence of NWS larvae infestation and official identification of all animals listed on the CVI. Effective date: June 12, 2026.
• NEBRASKA: All animals originating from an Infested Zone and subject to movement requirements under the NWS Movement Guidance are prohibited from being brought into Nebraska except in compliance with its provisions. Companion animals originating from an Infested Zone are also prohibited from entering the state without a pre-movement inspection documented on an iCVI within the same timeframe required by the NWS Movement Guidance for farm-raised animals and captured/captive wild or feral animals. Effective date: June 9, 2026.
• NEVADA: Animal import requirements.
• NEW HAMPSHIRE: (1) Any warm-blooded animal infested with or suspected to be infested with NWS shall not enter NH until an accredited veterinarian has examined and determined the animal to be free of NWS. (2) Any warm-blooded animal originating from an Infested Zone shall not enter NH until an accredited veterinarian has examined and determined the animal to be free of NWS. (3) Any warm-blooded animal originating from a premises currently under quarantine for NWS or where suspicion of NWS exists shall not enter NH until the premises has been deemed free of infestation by a state animal health official. (4) Dogs originating from a US state that contains an Infested Zone or Adjacent Surveillance Zone shall be accompanied by a CVI from an accredited veterinarian or a document indicating freedom from infestation provided by a state or federal animal health official issued within five (5) days prior to entry. The CVI must contain a statement that all animals were individually inspected by an accredited veterinarian, state animal health official, or federal animal health official and found free of obvious wounds and evidence of NWS infestation. (5) Dogs originating from or transiting an Infested Zone shall be treated by an accredited veterinarian with a systemic product authorized for use against NWS prior to entry. The product must be within its labeled duration of action of the product upon entry; and its name and the date and route of administration shall be noted on the CVI. (6) Dogs originating from a US state that contains an Infested Zone or Adjacent Surveillance Zone shall be treated by an accredited veterinarian with a systemic product authorized for use against NWS prior to entry and must be within the labeled duration of action of the product upon entry. The name of the product used, and the date and route of administration shall be noted on the CVI. Dogs must be accompanied by a CVI issued by an accredited veterinarian or government health official within five (5) days prior to entry into NH. Effective date: June 17, 2026.
• NEW JERSEY: (1) Any domestic animal infested with or suspected to be infested with NWS or originating from a quarantined premises will be prohibited from entering NJ. (2) Animals originating from elsewhere in an NWS-affected state or transiting through an NWS-affected state must undergo a thorough veterinary examination within five (5) days before transportation into New Jersey. The examination is required and must be verified in a CVI that includes the statement, “The animal(s) have been individually and completely inspected by an accredited veterinarian and found free of any wounds or NWS infestation. (3) Any species of domestic animal originating from a premises currently under quarantine by any federal, state, local, territorial, or tribal authority for NWS or where suspicion of NWS exists shall not enter until that premises has been deemed free of infestation by the respective State Animal Health Official. (4) Dogs originating from or transiting through an Infested Zone shall be treated by an accredited veterinarian with a systemic product approved for use against NWS upon entry. The treatment must be within the labeled duration of action of the product when the dog enters NJ. The name of the product and the date and route of administration shall be noted on the CVI. (5) Dogs originating from any place in a US state that contains an Infested Zone or Adjacent Surveillance Zone must be treated by an accredited veterinarian with an approved systemic product effective against NWS prior to entry and must be within the labeled duration of action of the product upon entry. The name of the product and the date and route of administration must be noted on the CVI. Effective date: June 30, 2026.
• NEW MEXICO: Pre-movement inspections are required for all warm-blooded animals moving within or exiting Infested Zones. See also nmlbonline.com/import.
• NEW YORK: (1) No domestic animal originating from an infested premises or a premises under investigation for suspected NWS shall enter NY State until the premises is declared free of NWS by the originating state’s animal health authority. (2) No domestic animal originating from an Infested Zone shall enter the State until the animal has been examined by an accredited veterinarian and found to be free of New World Screwworm. (3) All domestic animals originating from any state with one or more Infested Zone or Zones shall be inspected and have a CVI issued by an accredited veterinarian issued within five (5) days of entry. The CVI shall include a statement that all animals listed on the CVI were inspected and found to be free of New World Screwworm. (4) All domestic animals originating from an Infested Zone shall be prophylactically treated for NWS with a product that is authorized or conditionally approved for use to treat or prevent NWS infections or a product that has received emergency use authorization for NWS treatment or prevention. The product shall be administered no more than 14 days prior to entry. The CVI shall include the name of the product used, the date the product was administered, and the route of administration. (5) Dogs originating from a state with one or more NWS Infested Zones are prohibited from entering NY State for the purposes of rescue, adoption, transfer, sale, lease, sponsorship, or gift of such dog. Effective date: June 15, 2026.
• NORTH CAROLINA: (1) All warm-blooded animals imported from an Infested Zone must have an accredited veterinarian complete the normal importation requirements and comply with the NWS National Continuity of Business Standardized Animal Movement Guidance. An iCVI shall be valid for no more than seven (7) days from the date of inspection and must include the statement, “All animals listed have been inspected and found free of evidence of NWS infestation.” An entry permit number must be requested from the NC Department of Agriculture & Consumer Services at least 48 hours prior to movement. (2) All warm-blooded animals entering from outside an Infested Zone but within a Adjacent Surveillance Zone must have an accredited veterinarian complete the normal importation requirements and be accompanied by an ICVI including the statement, “All animals listed have been inspected and found free of evidence of NWS infestation.” The ICVI shall be valid for no more than seven (7) days from the date of inspection. Effective date: June 15, 2026.
• NORTH DAKOTA: All warm-blooded animals from any state which has an active NWS quarantine in place are required to be accompanied by a pre-entry permit number prior to import into ND. The permit number is to be listed on a CVI. The permit expires seven (7) days from last inspection. A statement shall be written on the CVI by the issuing veterinarian: “All animals were inspected and found free of evidence of New World Screwworm infestation.” For shipments coming from the Infested Zone, follow the USDA and state of origin guidelines to exit the Zone. Effective date: June 10, 2026.
• OHIO: General information.
• OKLAHOMA: (1) Any species that originates from an Infested Zone will need to meet the movement requirements for the state of origin, obtain a permit from the Oklahoma State Veterinarian’s office, and have a CVI that states, “All animals listed were individually inspected and found free of wounds.” (2) Any species traveling from an Adjacent Surveillance Zone will need to enter with a CVI issued within five (5) days of movement that includes the statement, “All animals listed were individually inspected and found free of wounds.” Effective date: June 15, 2026.
• OREGON: Animals originating from an Infested Zone must (a) obtain an import permit from the Oregon Department of Agriculture (ODA) no less than 48 hours prior to departure, (b) have an approved and effective drug or pesticide for NWA administered by an accredited veterinarian no less than 24 hours and no mor than 14 days prior to entry, (c) be inspected by an accredited veterinarian within five (5) days of departure and obtain a CVI. The CVI must list the administration date, route of administration, and drug or pesticide used. The CVI will be valid for five (5) days from the date of treatment or veterinary inspection, whichever occurs first. The CVI must state, “All animals were individually inspected and found free of evidences of NWS infestation.” Effective date: June 4, 2026.
• PENNSYLVANIA: (1) Any susceptible species of domestic animal originating from an Infested Zone or an infested county shall not be imported into PA until the animal has been examined and determined to be free of NWS by an accredited veterinarian. (2) Dogs and cats originating from a state with a quarantine area shall not be imported into Pennsylvania for the purposes of sale, adoption, fostering, or transfer of ownership or possession. (3) Susceptible species of domestic animals originating in a quarantine area shall be accompanied by a CVI from an accredited veterinarian or a document indicating freedom from infestation provided by a state or federal health official issued within seven (7) days prior to entry into or transit through PA. The CVI or document shall contain a statement that all animals were individually inspected by an accredited veterinarian, state animal health official or federal animal health official and found free of obvious wounds and evidence of NWS infestation. (4) Susceptible species of domestic animals originating in or transiting an Infested Zone in a Quarantine Area shall be prophylactically treated with a systemic product authorized for use against NWS prior to entry and must be within the labeled duration of action of the product upon entry or transit through PA. The name of the product used, and date and route of administration shall be noted on the CVI. (5) Dogs and cats originating from a Quarantine Area shall have a PA-issued state import permit and a CVI issued by an accredited veterinarian or government animal health official within seven (7) days prior to entry into or transit through PA and shall have been prophylactically treated with a systemic product authorized for use against NWS prior to entry and must be within the labeled duration of action of the product upon entry or transit through PA. The name of the product used, and date and route of administration, shall be noted on the CVI. Effective date: June 9, 2026.
• RHODE ISLAND: RI Veterinary Medical Association NWS resources.
• SOUTH CAROLINA: (1) Companion animals imported from within an Infested Zone must have an accredited veterinarian (a) complete an inspection following USDA guidance, noting that the animal(s) is free of wounds harboring NWS myiasis before shipping; (b) complete and submit a SC NWS permit request form at least 48 hours prior to movement; (c) complete and submit an ICVI within five (5) days of an inspection, with the required statement, “All animals were inspected and found free of evidence of NWS infestation.” (expires within seven (7) days of inspection); and (d) treat the animal(s) with authorized product prior to entry and records it on the SC NWS permit and iCVI. (2) For animals within an Adjacent Surveillance Zone and for animals outside of an Infested Zone or Adjacent Surveillance Zone, normal importation and inspection requirements must be completed by an accredited veterinarian and accompanied by an iCVI that includes the statement, “All animals were inspected and found free of evidence of NWS infestation.” The iCVI is valid only within seven (7) days of inspection. Effective date: June 12, 2026.
• SOUTH DAKOTA: (1) All warm-blooded animals originating from an infested state, but outside an Infested Zone, shall be required to have a CVI issued within seven (7) days of inspection. The CVI must include the statement, “All animals listed on the CVI have been inspected and are free of screwworm larvae infestation and do not originate from nor have transited through an Infested Zone.” An entry permit is also required from the SD Animal Industry Board. (2) All warm-blooded animals originating from an Infested Zone must meet the movement requirements of the state of origin and have a CVI issued within seven days of inspection. The CVI must include the statement, “All animals listed on the CVI have been inspected and are free of wounds and screwworm larvae infestation.” An entry permit is required from the SD Animal Industry Board within 48 hours prior to entry. Effective date: June 9, 2026.
• TENNESSEE: (1) Animals imported from outside an Infested Zone but within an infested state or a high-risk county shall be accompanied by a CVI from an authorized representative (a federal or state government employee or a licensed and accredited veterinarian) declaring all animals listed on the CVI were inspected and found free of NWS. The CVI must include the statement, “All animals listed on the CVI have been inspected and found free from screwworm larvae infestation.” The CVI shall be valid for no more than seven (7) days from the date of inspection. (2) Animals imported from an Infested Zone shall be accompanied by a CVI from an authorized representative declaring all animals listed on the CVI were given effective treatment for NWS. The CVI must include the statement, “All animals listed on the CVI have been inspected and are free from screwworm larvae infestation.” The CVI shall be valid for no more than seven (7) days form the date of inspection. Additionally, (a) the CVI must document the treatment by listing the treatment, treatment date, route of administration, medication, and the full name and signature of the authorized representative; (b) the CVI must include prior permission and the entry permit number, as approved by the TN State Veterinarian’s Office at least 48 hours prior to entry; (c) all effective treatments must be administered by or directly overseen by an authorized representative; (d) effective oral or injected treatments must be administered no less than 12 hours and no more than 14 days prior to entry, while effective topical treatments must be administered no less than 72 hours and no more than 14 days prior to entry; (e) all animals in the shipment must be free of wounds; and (f) if any animal in the shipment is suspected to have NWS or has wounds, the shipment will not be allowed entry until the suspect animal is examined, appropriately tested, effectively treated, and all wounds are healed. Effective date: June 4, 2026.
• TEXAS: Quarantine and movement-control orders for warm-blooded animals in Infested Zones have been issued. Warm-blooded animals moving outside of an Infested Zone must contact the TX Animal Health Commission to set up an inspection, during which the official will complete an animal movement certificate listing the product used for prevention or treatment and the animals’ official ID. The animal movement certificate must accompany the animal movement. Last updated: July 3, 2026.
• UTAH: All animals leaving an Infested Zone must be inspected within five (5) days of movement and treated within 14 days of movement. For healthy dogs and cats originating from a state with an active Infested Zone or from foreign countries, a CVI is required.
• VERMONT: (1) No domestic animal infested with or suspected to be infested with NWS shall enter Vermont until after an accredited veterinarian examines the animal and determines it free of NWS. (2) All domestic animals originating from an Infested Zone are prohibited from entering Vermont until after an accredited veterinarian examines each animal and determines it free of NWS. (3) No domestic animal originating from a premises currently under quarantine for NWS or where suspicion of NWS exists shall enter Vermont until the appropriate State Animal Health Official determines the premises is free of NWS infestation. (4) Prior to entry, all domestic animals originating in a U.S. state that contains an NWS Infested Zone or Adjacent Surveillance Zone shall be accompanied by a CVI from an accredited veterinarian or a document indicating freedom from NWS infestation provided by a state or federal animal health official issued within five (5) days before entry. The CVI or document shall contain a statement from an accredited veterinarian, state animal health official, or federal animal health official that all animals were individually inspected and found free of obvious wounds and any evidence of NWS infestation. (5) Prior to entry, an accredited veterinarian shall treat all domestic animals originating in or transiting an Infested Zone, whether or not any signs of infestation are found, with an approved systemic product for NWS treatment. Entry must be within the labeled duration of action of the product after use. The name of the product used, the labeled duration of action of the product, and the date and route of administration shall be noted on the CVI. (6) Dogs and cats originating from a US state that contains an Infested Zone or Adjacent Surveillance Zone shall be treated by an accredited veterinarian with a systemic product authorized for use against NWS prior to entry. Entry must be within the labeled duration of action of the product after use. The name of the product used, the labeled duration of action of the product, and the date and route of administration shall be noted on the CVI. (7) Dogs and cats originating from a US state that contains an Infested Zone or Adjacent Surveillance Zone shall be treated by an accredited veterinarian with a systemic product authorized for use against NWS prior to entry. Entry must be within the labeled duration of action of the product after use. The name of the product used, the labeled duration of action of the product, and the date and route of administration shall be noted on the CVI. Effective date: June 29, 2026.
• VIRGINIA: Animals from areas with confirmed NWS cases must be inspected and have a CVI and permit number; and follow all requirements of the relevant state and USDA authorities to allow movement out of the established area.
• WASHINGTON: Dogs originating from or that temporarily visited any NWS infested state must have a CVI issued within five (5) days of travel. Susceptible species that transit through a state with an Infested Zone without stopping will be allowed to continue to their destination. Dogs originating from infested countries are prohibited entry into WA. Effective date: June 17, 2026.
• WEST VIRGINIA: (1) All warm-blooded animals imported from an Infested Zone must comply with USDA guidance and request an entry permit number at least 48 hours prior to movement. (2) All warm-blooded animals imported from outside an Infested Zone but within an Adjacent Surveillance Zone or high-risk county must be accompanied by a CVI declaring all the animals listed on the CVI were inspected and found free of NWS. The CVI must include the statement, “All animals listed on the CVI have been inspected and are free from screwworm larvae infestation.” The CVI shall be valid for no more than seven (7) days from the date of inspection. Only electronic CVIs can be processed for NWS movements. Effective date: June 10, 2026.
• WISCONSIN: General information.
• WYOMING: General information.

Steps Dog Owners Can Take to Prevent New World Screwworm Infestation

According to USDA, dog owners should take the following steps to help prevent the spread of NWS:

• Watch for signs of NWS, including irritated behavior, head shaking, smell of decay, and presence of fly larvae (maggots) in wounds. Seek immediate veterinary intervention if you suspect your dog is experiencing an NWS infestation.
• Treat the umbilical cords of newborn animals, and all wounds immediately, with an approved insecticide.
• Protect dogs from other wound-causing parasites like ticks. Oral and topical flea and tick preventatives containing afoxolaner, lotilaner, or sarolaner actively prevent and treat NWS larval infestations in pets.
• Make sure pets traveling internationally are inspected for screwworm.
• In addition to state-level general interstate dog movement regulations, comply with federal and state animal movement restrictions created to prevent the spread of screwworm (above).
