As stated in a previous alert, The Virginia General Assembly passed Senate Bill 707 which bans “debarking” – a standard veterinary practice also known as bark softening – except when such procedure is necessary to treat or relieve any injury, disease, or congenital defect that is causing or may cause the dog physical pain or harm.
Having passed both chambers of the General Assembly, the bill now awaits either approval or a veto by Governor Abigail Spanberger. Governor Spanberger has until 11:59 p.m., April 13, 2026, to either sign or veto the bill. If she does neither, the bill automatically becomes law. Virginia residents are strongly encouraged to contact the Governor by email at Abigail.spanberger@governor.virginia.gov, telephone at 804-786-221, or using this link to request that she veto the bill.
