The Oregon Secretary of State announced that after the signature verification process, radical animal rights proposal IP 28 officially failed to qualify for the November 2026 ballot. All told, the proponents of IP 28 submitted 104,262 valid signatures against the 117,163 signatures that were needed to qualify the proposal for the November ballot.
This extreme proposal would have banned all hunting and fishing, criminalized artificial insemination, severely restricted dog training, and have a devastating impact on Oregon farmers and ranchers. For more background information on this proposal, click here.
AKC Government Relations (AKC GR) thanks ALL who made their voices heard during the year opposing IP 28, encouraging your friends and neighbors to not sign the petitions, and joining AKC in adding your club name to the official list of opponents.
AKC GR will continue to work with the broad coalition formed to fight the proposal, and will provide updates on any proposed new ballot initiatives or legislation that could affect dog owners in Oregon in the future.
