Local/Other: Issues at the City, County, and Metropolitan Levels, and in U.S. Territories

The AKC Government Relations Department is pleased to assist dog owners with canine legislation issues in their local communities, but we can’t help unless we are aware of the proposal. We will provide you with resources and tools to help defend the rights of dog owners and support responsible dog ownership in your community.

Here are some examples of the local issues currently being addressed by AKC GR:

CO, Chaffee County – The Chaffee County Commission is considering a proposal that would require kennel permits.  AKC is reviewing this proposal, which is expected to be considered by the commission in October.

FL, Hillsborough County – The Hillsborough County Animal Advisory Committee seeks to regulate dog training businesses and dog trainers in the county. The committee has also discussed enacting a broad definition of the pejorative term, “puppy and kitten mill.”  AKC GR has issued legislative alerts and communicated with the county to express concerns.  This could be considered by the Board of County Commissioners on October 2. NC, Guilford County – The Guilford County Commission held a public hearing on September 21 for a proposal that would require the sterilization of all dogs over 6 months of age, unless a $200 intact animal permit is purchased for each dog, with a few vague exceptions.  As introduced, it appeared that this will only be enforced if there is a violation of the county’s animal code.  However, it could mean that one minor offense – such as a dog being at-large one time – could result in mandatory sterilization.  AKC understands amendments may have been offered and is reviewing the latest information.  A second hearing is expected on October 5.
