Minnesota Info: HF 84 Bill to be Considered on Wednesday, March 5

Minnesota House File 84 will be considered by the House Agriculture Policy Committee on Wednesday, March 5, 2014, at 8:15 AM at 5 State Office Building, St. Paul, MN 55155. A carryover bill from 2013, the current version of HF 84 (“second engrossment”) seeks to:

  • Define “hobby breeder” as a person who possesses or has an ownership interest in animals and is engaged in the business of breeding animals for sale or for exchange in return for consideration, and who possesses fewer than ten adult intact animals and whose animals produce five or fewer total litters of puppies or kittens per year.
  • Define “commercial breeder” as a person, other than a hobby breeder, who possesses or has an ownership interest in animals and is engaged in the business of breeding animals for sale or for exchange in return for consideration, and who possesses ten or more adult intact animals and whose animals produce more than five total litters of puppies or kittens per year.
  • Require commercial breeders to obtain an annual license; to be subject to prelicense and regular inspections; to submit an annual report to the MN Board of Animal Health; to adhere to license display requirements in their facilities as well as license number publication requirements in all advertisements; and to adhere to specified standards of care.
  • Mandate that the MN Board of Animal Health maintain a directory of commercial breeders in good standing.
  • Create the Dog and Cat Breeders Licensing Account in the state treasury. All fees and penalties collected by the MN Board of Animal Health under the provisions of the bill are to be deposited into the account and used to carry out the administration of the bill. Additionally, the bill provides for an annual appropriation of $336,000 to the MN Board of Animal Health to administer the provisions of HB 84.
