PA Update: Consumer Protection Bill Amended to Include Rescues and Shelters

The Pennsylvania House Agriculture and Rural Affairs Committee unanimously amended and approved Senate Bill 82, which makes many positive changes to the Commonwealth’s consumer protection laws.
The committee amended the bill to include “releasing agencies”, which are defined as public and private pounds, shelters, humane societies, SPCAs, rescue networks, and others that release dogs or cats for adoption. These agencies must provide a health record at the time of adoption that includes:

  • Breed, if known (if the dog is a mixed-breed or the breed is unknown, this must be stated)
  • Approximate age, if known
  • Gender
  • Color and markings
  • A list of all vaccinations, if known (this must include the date/type of vaccinations and the name of who administered them, if known)
  • A record of any known disease, illness or condition the dog currently has or has been afflicted with
  • Any veterinary treatment or medication received while in possession of the releasing agency
  • The date, dosage and type of any parasitical medicine administered, if known
  • The name, address and signature of an authorized person at the releasing agency, accompanied by a statement affirming the health record is accurate to the best of their knowledge.
