OH Update: Breeder Bill Scheduled for House Committee Hearing

Ohio Senate Bill 130, which would establish licensing and regulations for “high volume breeders”, dog retailers, and rescues, is scheduled for a hearing in the House Agriculture and Natural Resources Committee on Tuesday, March 27. Although only the sponsor will be permitted to speak at this hearing, subsequent meetings will be scheduled for public testimony. Although some concerns still remain with Senate Bill 130, numerous positive amendments were made in the Senate to protect the health and welfare of dogs and the rights of responsible dog breeders.

The AKC remains concerned about the definition of "kennel", which is defined as any establishment that keeps, houses, and maintains adult dogs for the purpose of breeding the dogs for a fee. While those who fall under this definition will not be affected by Senate Bill 130 or its subsequent regulations, the AKC continues to request that this amendment be stricken and the definition remain as it is in current law, which defines a kennel as those who are “professionally engaged in the business of breeding dogs…”
