Hawaii - Support Needed for Task Force Resolution; Problematic Breeder Bill Advances

Two measures of concern to Hawaii’s dog owners, breeders, and residents who may wish to acquire a puppy from a responsible local breeder in the future are pending in House committees:

  • SB2492 – OPPOSE
  • HCR141 – SUPPORT

House Concurrent Resolution 141 (SUPPORT) would convene a task force for “the purposes of preventing future instances of animal cruelty by large-scale commercial dog breeders” and “protecting the public from purchasing sick and unhealthy dogs.” The task force would also consider whether revised legislation or other alternatives will prevent future cases of animal cruelty. Three positions on the task force would be designated for dog fanciers. HCR141 has been assigned to the House Committee on Economic Revitalization and Business (ERB).

Senate Bill 2492 (OPPOSE), a problematic and overreaching dog breeder bill, has passed the Senate and is scheduled to be heard by the House Judiciary Committee (JUD) on March 22, 2012. Among other concerns, this bill:

  • Contains requirements that are detrimental to the responsible keeping and welfare of dogs.
  • Would consider every owner of ten intact dogs over the age of four months to be a “large scale breeding facility,” even if the owner breeds no litters and sells no puppies.
  • Would enact breeding restrictions, including a prohibition on breeding a male or female dog over the age of 8 years.
  • Would prohibit owning more than 30 intact dogs over the age of one year. Proponents of the bill are seeking amendments that would prohibit owning more than 30 intact dogs over the age of six months.

(A similar bill, SB2494, which also includes problematic enforcement provisions, has been deferred. The AKC continues to monitor this bill.)

  • Contact members of the House Judiciary Committee (JUD) and politely ask them to OPPOSE Senate Bill 2492. Contact information for committee members appears below.
  • Contact members of the House Committee on Economic Revitalization and Business (ERB) and ask them to SUPPORT House Concurrent Resolution 141. Contact information for committee members appears below.
