Highlights from the February 2003 meeting of the AKC Board of Directors are as follows:


  • The Board voted to declare September 17 as "AKC Responsible Dog Ownership Day." AKC will be asking its clubs to hold public events on the weekend following the day to highlight an aspect of Responsible Dog Ownership. The day was selected because AKC was organized on September 17, 1884.

  • An amendment to Chapter 14 of the "Field Trial Rule and Standard Procedure for Pointing Breeds" was approved, which would create a National Field Championship for English Setters. This amendment will be read at the March 2003 Delegate meeting with a June 2003 vote and an effective date of March 1, 2004.

  • Chapter 6, Section 4 of the "Field Trial Rules and Standard Procedure" for Spaniels was amended to add a requirement that effective July 1, 2003, only those completing an official English Springer Spaniel Field Trial Association Gunning Seminar would be permitted to serve as a Gun Captain at an AKC Spaniel Field Trial.

  • The "Regulations for Hunting Tests for Pointing Breeds" were amended in Chapter 2, Sections 3 and 4 to add a water test requirement for German Wirehaired Pointers to earn the Senior and/or Master titles. These changes are effective June 2, 2003.

  • A Dog Show Tour, in which a knowledgeable guide explains to the general public how dog shows are conducted, or an Agility Trial have been added to the list of educational activities an all breed club may use to meet its annual educational requirements.

  • The Board directed that proposed changes in the judges' approval procedures, which it is considering, should be sent to the national judges' organizations for input as well as posted on the AKC website. All input must be received by March 20, 2003.

  • The following registered kennel names were permanently retired at the request of the Parent Club:

    Artru: (Ruth and Art Benhoff)- Cocker Spaniels

    Brentcliffe: (Mrs. William Wimer III) - Harriers

    Faunbrook: (Margaret E. Thornforde)- Shetland Sheepdogs

    Katie - J: (Ralph J. and Mae K. Freeman)- Shetland Sheepdogs

    Mazelaine: (John and Mazie Wagner)- Boxers

    Meadow Ridge: (Dona E. Hausman) - Shetland Sheepdogs

    Pixie Dell: (A. Raymond and Marie Miller) - Shetland Sheepdogs

  • The Board approved an amendment to the AKC Bylaws that would enable the fourth quarterly meeting of the AKC to be scheduled in December or January. The amendment was submitted by the Battle Creek Kennel Club. It will be read in the March 2003 and VOTED at the June 2003 Delegate Meeting.

  • The Board modified its criteria for "Fitness to Judge." The full guidelines will appear in the Minutes for the February 2003 meeting.

  • The following Delegates were approved: Mr. Thomas Delaney to represent the Mid-Hudson Kennel Association, Inc.; Ms. Robin Sayko to represent the Bayshore Companion Dog Club, Inc.; Zane Smith to represent the Staffordshire Bull Terrier Club, Inc.

  • Eighteen individuals from Florida, Missouri, New Mexico, Oklahoma, Texas, Virginia, Wisconsin were suspended for refusal to make dogs and/or records available. Three individuals from Arkansas, California and Ohio were suspended for miscellaneous violations.
