Missouri House Joint Resolution 86, sponsored by Representative Tom Loehner, seeks to protect the right of Missouri residents to raise animals in a humane manner that promotes animal health without the state imposing undue economic burdens on owners.

Both the American Kennel Club and the Missouri Federation of Animal Owners support this measure.  All responsible dog breeders and owners in Missouri are strongly encouraged to contact their elected representatives TODAY and urge their support of HJR 86.

If passed by the Missouri House of Representatives and concurred in by the Missouri Senate, the measure will appear on the November 2010 ballot as an amendment to Article 1 of the Missouri Constitution.  The amendment will read:

Section 35.  That citizens of the state have a right to raise animals in a humane manner which promotes the animals' health and survival without the state imposing an undue economic burden on their owners.

A final roll call vote in the House of Representatives is expected on HJR 86 tomorrow, March 4.

The American Kennel Club strongly supports humane treatment of dogs, including an adequate and nutritious diet, clean water, clean living conditions, regular veterinary care, kind and responsive human companionship, and training in appropriate behavior. The AKC supports reasonable and enforceable laws that protect the welfare and health of purebred dogs and do not restrict the rights of breeders and owners who take their responsibilities seriously.
