HJR 86 seeks to keep Missouri’s animal welfare regulations under the state legislature’s oversight instead of being manipulated by outside interests. The resolution, which has already passed the Missouri House of Representatives and the Senate Agriculture and Governmental Accountability and Fiscal Oversight Committees, is meeting filibuster-type resistance on the Senate floor. Therefore, it is imperative that all concerned responsible dog owners in Missouri contact their State Senator today and ask him or her to “vote yes on House Joint Resolution 86 in its current form with no amendments.”
If passed, the resolution will allow Missouri voters to consider an amendment to Article I of the Missouri Constitution during the November 2010 election. As amended by the Senate Governmental Accountability and Fiscal Oversight committee, the constitutional amendment would provide:
“That agriculture, which provides food, energy, and security, is the foundation and stabilizing force of Missouri’s economy. In order to ensure the protection of this vital sector, it shall be the right of citizens to raise domesticated animals and game birds in compliance with any applicable state laws or local regulations…no state law criminalizing or otherwise regulating the welfare or breeding of any domesticated animals or game birds shall be valid unless it has been enacted by the general assembly or promulgated by a state agency through administrative rule.”

The American Kennel Club strongly supports humane treatment of dogs, including an adequate and nutritious diet, clean water, clean living conditions, regular veterinary care, kind and responsive human companionship, and training in appropriate behavior. The AKC supports reasonable and enforceable laws that protect the welfare and health of purebred dogs and do not restrict the rights of breeders and owners who take their responsibilities seriously. The American Kennel Club and its Missouri federation, the Missouri Federation of Animal Owners, both strongly support HJR 86.

All concerned responsible dog owners in Missouri are strongly encouraged to contact their State Senator today and ask him or her to “vote yes on House Joint Resolution 86 in its current form with no amendments.”
