Wisconsin breeders and rescue groups are concerned about a bill that could significantly affect them. Sponsored by Rep. Larry Balow, AB536 would require licensing and inspection of pet dealers and breeders, defined as those who sell, exchange or offer for adoption 25 or more pets per year. The bill authorizes the state's Department of Agriculture, Trade and Consumer Protection to establish standards for operating as a pet breeder or dealer, and the program would be funded by an increase in licensing fees for all dog owners. Violators could face fines of up to $10,000 and 9 months in prison.
Proponents claim AB536 will help the state shut down irresponsible commercial breeders who keep their animals in inhumane conditions. The AKC supports the best premises of animal welfare, however, we are concerned that the bill will hurt responsible hobby breeders' those who work conscientiously to provide the pet-buying public with well-tempered, sound dogs. If enacted, these hobby breeders may be forced out of existence, denying puppy purchasers a knowledgeable source of purebred dogs. Additionally, funding for the provisions outlined in AB536 was already considered and vetoed by the governor during the last session. Budget officials concur that the state is still not in a financial position to implement the law.
