S. 1139, the “Pet Animal Welfare Statute” or “PAWS” now has 27 sponsors and co-sponsors in the U.S. Senate with the addition of Senator Tom Carper of Delaware as a co-sponsor on July 10, 2006. The companion bill in the House of Representatives, H.R. 2669, now has 146 sponsors and co-sponsors.
A Discussion Draft of a revised version of S. 1139 was released by the bill’s chief sponsor, Sen. Rick Santorum (R-PA), in March. Sen. Santorum and the bill’s principal co-sponsor, Sen. Dick Durbin (D-IL) are continuing to discuss and refine this discussion draft as they look for opportunities to move the legislation forward in the Senate.
While some provisions of the Discussion Draft have engendered opposition from some animal protection organizations, the American Kennel Club, the American Veterinary Medical Association, and many other groups continue their strong support for the Discussion Draft and are working with the sponsors to secure its enactment during the current congressional session.
