Assembly Bill 241 passed out of the Senate Public Safety Committee today on a vote of 4-0. Although the bill failed 3-3 in committee on Tuesday, another vote was held today to allow Senator Steinberg, who was absent Tuesday, to cast his vote.

Assemblyman Pedro Nava, AB 241’s author, verbally agreed to amend the bill, but the text of those amendments is not yet available. AKC will provide updates as soon as the amendments are available and a hearing date is set for the Appropriations Committee.

AB 241 will make it a misdemeanor for any person to have more than a combined total of 50 intact dogs and cats. AKC believes that the quality of a breeder is not determined by the number of animals he has, but by the care the animals receive.  This legislation will not improve the lives of cats and dogs, will negatively impact responsible breeders, and may force result in animals being euthanized or relinquished to shelters.Concentrating animal control efforts on dogs whose behavior demonstrates that they are a problem for the community would be a much better use of taxpayer funds.

The American Kennel Club remains opposed to this legislation and encourages California fanciers, and responsible owners, and breeders to write their elected officials in opposition to this legislation. Please contact the members of the Senate Appropriations Committee and ask them to oppose this legislation.
