It has come to the attention of the Government Relations department that there has been some misinformation circulating that AKC has changed our position on AB 1634. The American Kennel Club remains firmly opposed to California Assembly Bill 1634 and we need your help to convince the California State Senate to stop this ineffective and dangerous bill. AB 1634 contains vague language that can be easily misinterpreted by animal control authorities. This could result in owners who have not even been cited for animal control violations being forced to spay and neuter their pets.

Although the amendments made by the Senate Appropriations Committee will not be available until August 5th, after the Senate returns from recess, we anticipate that these amendments will only remove Section 5 from the bill.

Section 5 would have prohibited the State Controller from reimbursing local governments for the costs of impounding stray animals unless they complied with state reporting requirements. In the AKC's view, this section of the bill was positive as accurate reporting allows government officials to obtain a clearer picture of animal control issues in a jurisdiction. We believe that the removal of this section only serves to make a bad bill worse by removing local government accountability.
