Fanciers Head to Capitol Hill
Shouldering bright blue tote bags with the American Kennel Club logo
prominently displayed on the side, AKC Legislative Liaisons from
across the country ascended the steps of Capitol Hill on September
29th, ready to bring the fancy's concerns to Congress. The Hill
visits were the culmination of this year's Lobby Day, an event hosted
by the AKC's Canine Legislation department in an effort to increase
our organization's visibility in the Capitol.

Pets Have Their Night on Capitol Hill
Don't tell "Eddie," the well-loved Parson Russell Terrier from the TV
show Frazier, that dogs aren't allowed in Congress. The famous pooch
was a highlight at this year's Pet Night Reception on Capitol Hill,
where legislators and staff flocked to have their picture taken with
Eddie or with the event's other animal celebrity, "Nermal," the cat
from the movie Garfield. Held in the Canon Caucus Room on September
14th, hundreds of people came out to the reception, making it one of
the most popular of the year.

Court Declares Part of Ohio's Dangerous Dog Law Unconstitutional
In a landmark 4-3 decision handed down on September 22nd, the Supreme
Court of Ohio ruled that a statute penalizing owners of dangerous
dogs who fail to buy liability insurance and properly confine their
animals was unconstitutional. The Court held that the law (R.C.
955.22) violated a dog owner's right to due process because it did
not provide owners with an opportunity to appeal a dangerous dog
determination at an administrative hearing. The ruling affirmed that
since the statute imposed significant restrictions and expenses on a
person's property (in this case, their dogs), owners have a
constitutional right to be heard and to defend their property.

Responsible Dog Ownership Day a Tail-wagging Success
Throughout the month of September, bellies were rubbed and tails
wagged as dogs and owners across the country celebrated their
commitment to responsible ownership at nearly 450 events held in
conjunction with AKC's 2nd Annual Responsible Dog Ownership Day.

ALASKA - The Anchorage City Assembly recently voted to extend
the trial period for five experimental off-leash dog parks in the
city to December 31 while city officials study the issue further. An
advisory task force was formed to respond to some residents'
complaints regarding the removal of pet waste and unruly dogs
interfering with walkers, bikers and skiers.

The American Kennel Club is pleased to share the news that in some
regions, Nationwide Insurance is issuing homeowners insurance to
owners of breeds previously prohibited by the company, providing the
dog passes the
AKC Canine Good Citizen test.
Nationwide has stated: "Nationwide has begun to allow the owners
of certain prohibited dog breeds to attain homeowners insurance if
they provide an original copy of a certificate demonstrating
successful completion of the AKC Canine Good Citizen program. This
provision is currently available in limited areas and provided the
applicant meets traditional underwriting requirements. The Canine
Good Citizen program demonstrates responsible dog ownership and we
certainly hope this change will prove successful."
Dog owners should note that at this time, only certain specified
Nationwide regions are participating.
The AKC Canine Good Citizen Program is a certification program
that is designed to reward dogs who have good manners at home and in
the community. All dogs who pass the 10-step CGC test may receive a
certificate from the AKC. The program continues to gain acceptance
worldwide as the standard for well-trained dogs and responsible dog
ownership.

Crisp leaves, bright orange pumpkins, hot cider. Yes, election time
is here again! In case you missed the onslaught of political ads,
candidates are out on the campaign trail, which means now is the time
to get involved. Whether you make a donation, volunteer, or place a
sign in your yard, clubs and federations can support fancier-friendly
candidates in a variety of ways. Now is also the time to start
thinking about how you will re-introduce yourselves and your sport to
a crop of newly-elected officials prior to the 2005 session. It's
never too early to start laying the groundwork!
Lest you wonder if the Canine Legislation department is keeping
busy this fall, simply scroll through the host of stories we have
this month on our many recent events: Lobby Day, Pet Night, and
Responsible Dog Ownership Day. The articles highlight just a few of
the ways we are working to increase AKC's visibility to the public
and their elected officials. We're also in the process of planning
some innovative projects for 2005, and
we welcome your comments and suggestions
for ways we can expand or improve our department.
In spite of our schedule, we plan to reserve some time this month
to enjoy a few fun fall activities with our dogs. We hope you'll do
the same!
