The Board convened Monday, April 8, 2002 at 11:20 a.m. after the meetings of the various Board Committees. All Directors, except Dr. Mays, were present as were the Chief Operating Officer and Executive Secretary. Dr. Mays participated in the meeting by telephone conference, but could not vote.
The Board reviewed the February 2002 minutes. Upon motion made by Mr. Marden and seconded by Mr. Goodman, the minutes of the February 2002 meeting, copies of which were made available to all Directors, were adopted (unanimously; absent, Dr. Mays).
There was an Executive Session to discuss personnel matters. It was reported out of Executive Session that all Executive Officers had been reelected.
The Chairman, Mr. Menaker, reviewed correspondence referred to him as Chairman.
Among the correspondence discussed was a letter from Col. Wallace Pedé, writing as Executive Secretary of the Senior Conformation Judges Association. The letter included a request to rescind the $25.00 breed judging application fee. There was no motion to take such action. The Executive Secretary was directed to respond to the letter, expressing the Board's appreciation for the input.
There was a discussion on the AKC Junior Showmanship Scholarship program. Following a motion by Mr. Goodman, seconded by Mr. Gladstone, it was VOTED (unanimously; absent, Mr. Mays) to raise the amount awarded for 2003 to $100,000.
Mr. Menaker gave an update on the AKC/Eukanuba American Dog Classic. The Classic Planning Committee has expanded the eligibility criteria for 2002 to include the top 25 dogs in each breed and variety based upon breed competition between January 1 and October 7, 2002 as well as every all-breed show Best in Show winner during the same period. Dogs that are invited but that are unable to compete may be entered for exhibition only. It was also confirmed that the AKC/Eukanuba American Dog Classic is an invitational exhibition and not a dog show held by a member or licensed club governed by the Rules Applying to Dog Shows, and that it would not be governed by those same rules concerning venue, prizes, etc.

Dr. Battaglia reported that in May, Dr. Davies and himself visited the Department of Defense Working Dog Program at Lackland Air Force Base. Officials at the program were pleased at AKC's shared interest in dog-related Homeland Security issues. The Board will be asked to consider assisting the Department of Defense. Possibilities include maintaining a registry for the Department of Defense, possibly utilizing the FSS or ILP's and considering a Working Dog activity.
The President, Mr. Cheauré, gave a personnel update. Jim Stevens the new CFO, was introduced. The recruitment of two Directors for the Public Relations area was underway. Mr. Cheauré also reported that Michael Swick, AKC's General Counsel, was doing well in his recovery from heart surgery.
Mr. Murphy gave a financial update. The Financial Report for March 2002 showed an excess of revenue over expenses of $811,000.
The individual registration
figures for March 2002 are 100,002 versus 115,616 for March 2001.
The litter registration figures for March 2002 are 33,053 versus 41,278 for
March 2001.
Following a motion by Mr. Gladstone, seconded by Dr. Davies, the Board VOTED (unanimously; absent, Dr. Mays) to adopt the following resolution:

Held on April eighth, two thousand and two, the following Resolution was unanimously adopted:
WHEREAS, Dr. Robert D. Smith was elected a Director of The American Kennel Club on March twelfth, nineteen hundred and ninety-seven, serving until March twelfth, two thousand and two; and,
WHEREAS, he served on the Board Business and Planning Committee from nineteen ninety-seven until two thousand and on the Board Business Committee and the Board Operations and Planning Committee from two thousand to two thousand and two; and,
WHEREAS, he served as a member of the Judges Review Committee from nineteen ninety-seven until nineteen ninety-nine and as Chairman of the Appeals Committee from two thousand until March, two thousand and two; and,
WHEREAS, he served on and made major contributions to ad hoc Board-appointed committees to consider issues related to Alternate Revenue, Territoriality, the Future Direction of Dog Shows, and Judging approvals; and,
WHEREAS, he chaired the Board-appointed ad hoc committee that considered the voluntary licensing of handlers, which committee's recommendations led to the adoption of the AKC Registered Handlers' Program on December thirteenth, nineteen hundred and ninety-nine; and,
WHEREAS, he chaired the Board-appointed committee that considered the issue of dogs sold at auction, which committee's recommendations led to the formulation of AKC policy on the registration of these dogs; and,
WHEREAS, his acknowledged expertise and devotion to matters pertaining to the integrity of the registry, the judging approval process, fair and uniform policies to govern the sport, and sound business practices to govern AKC operations, have proved to be invaluable assets to the Board of Directors as it addressed issues in these areas; and,
WHEREAS, we are ever mindful of the great contributions he has made and continues to make to The American Kennel Club and the Sport of Purebred Dogs; and,
WHEREAS, we will ever cherish
our association with this distinguished sportsman, businessman, educator, and
friend;
NOW THEREFORE, be it
RESOLVED, that the Directors of The American Kennel Club extend to him their most sincere best wishes for the years ahead and their deep appreciation for his many years of dedicated service to The American Kennel Club.
The Executive Secretary, Mr. Crowley, reported on a request from the Doberman Pinscher Club of America for the holding of a Schutzhund demonstration at the club's National Specialty Show in 2002. Following a motion by Dr. Davies, seconded by Mr. Goodman, it was VOTED (unanimously; absent, Dr. Mays) to approve this request on the condition that the exhibition was under the supervision of the DPCA Board and Show Chairman and that the event insurance named AKC as coinsured.
Mr. Crowley reported on two AKC Canine Health Foundation grants to assess the long-term health effects on the SAR dogs deployed after September 11. AKC and AKC CHF had each pledged $40,000 for the initial grant, with Dr. Cynthia Otto, DVM, Ph.D. as the principal investigator. A second complementary study has also been approved, with Dr. Philip R. Fox, DVM of the Animal Medical Center as principal investigator. The total cost of the two studies over three years is $403,000. Following a motion by Dr. Battaglia, seconded by Mrs. Strand, it was VOTED (unanimously, absent, Dr. Mays) to approve a grant of an additional $62,360 for these studies.
Mr. Crowley reported that no proposals for Delegate meeting sites for 2003 had been received by the April 1, 2002 deadline. Staff will therefore prepare proposals no later than the September 2002 meeting. The Board will also have to determine whether one or two Delegate meetings will be held outside of the New York area for 2003.
Mr. Menaker reported that the November 2002 meeting will be held in Raleigh, North Carolina.
Dr. Davies, Mr. Gladstone and Mr. Marden, members of the Appeals Committee, left the meeting prior to the report on Judges Applications.

Following completion of the report on Judges Applications, Dr. Davies, Mr. Gladstone and Mr. Marden returned to the meeting.
There was a report on the actions taken by the AKC staff during the month of March 2002 on the cancellation of litters and individual registrations.
During the month of March, the registrations of 12 litters were cancelled: 10 because of impure breeding and 2 as a result of the Compliance Audit Program - DNA.
The cancellation of the 12 litters resulted in the cancellation of 24 registered dogs and rendered 40 dogs, members of these litters, ineligible for registration.

The AKC's Management Disciplinary Committee has suspended Freddie Otts (Bookwood, AL) from all AKC privileges for a period of six (6) months, effective April 8, 2002, and imposed a $500 fine for having submitted, or caused to be sumitted, two litter registration applications which he knew, should have known, or had a duty to know, contained two false certifications. The AKC's Management Disciplinary Committee has suspended Mason Wade, Jr. (O'Brien, FL) from all AKC registration privileges for a period of three (3) months, effective April 8, 2002, and imposed a $500 fine for having signed AKC documents on behalf of another without having a properly completed Power of Attorney form on file. The AKC's Management Disciplinary Committee has suspended Mary Walker (Moore, OK) from all AKC privileges for a period of five (5) years, effective April 8, 2002, and imposed a $2000 fine for having submitted, or caused to be submitted, a litter registration application which she knew contained false certifications. Mr. Goodman gave the Events and Clubs Committee Report on fines assessed clubs for late submission of date applications and judges panels.

Meeting reconvened at 8:00 a.m., Tuesday, April 9, 2002. All Directors, except
Dr. Mays, were present as were the Chief Operating Officer and Executive Secretary.
There was an Executive Session to study methods of demonstrating the integrity of the AKC stud book.
Dr. Davies gave the report from the Appeals Committee. Following a motion made and seconded, it was VOTED to approve breed judging eligibility as follows:
Margaret Alhino - Akitas, Boxers, Australian Terriers, West Highland White Terriers
Marvin Gelb - Boxers, Great Danes, Siberian Huskies
The Board considered the
approval of two all-breed shows within the two-hundred mile conflict distance.
The Rock Creek Kennel Club and Ramapo Kennel Club have been holding their October
shows on the same date since 1974. In 2000, both moved to new sites, bringing
their events within the AKC conflict distance. Ramapo was the first to apply,
so that Rock Creek was shown to be in conflict at its new site. For 2000 and
2001, Rock Creek Kennel Club was given permission to utilize the site on a one-time
basis. The Rock Creek Kennel Club was denied permission to utilize the site
for 2002, and was appealing to the AKC Board. Following a motion by Dr. Garvin,
seconded by Mr. Merriam, it was VOTED (affirmative, Mr. Merriam, Dr. Garvin,
Mrs. Strand, Mrs. Schaefer, Mr. Menaker, Dr. Davies, Dr. Battaglia, Mr. Gladstone,
Mr. Kelly; opposed, Mr. Marden, Ms. Scully, Mr. Goodman; absent, Dr. Mays) to
deny this appeal.
At the January 10, 2000 Board meeting, the Board of Directors suspended Denny
Hild (Rock Island, IL) from all judging privileges for five years for mutilation
or mistreatment of game at the Fort Dearborn German Shorthaired Pointer Club's
September 24-26, 1999 field trial. Mr. Hild requested reconsideration of the
terms of his suspension. Following a motion made and seconded, it was VOTED
(unanimously; absent, Dr. Mays) to deny this request.
The Events and Clubs Committee also was considering the eligibility of the Toy Fox Terrier to compete in the Toy Group and the German Pinscher to compete in the Working Group, as well as a uniform policy to handle appeals for the reinstatement of cancelled awards at AKC events.
Mr. Gladstone raised the issue of the Corresponding Date Calendar. He requested the Events Committee to direct staff to study the impact of the AKC system of defining the first dog show weekend of the year in terms of securing sites when other repeating events use a different system. (A standard one to fifty-two weekend calendar). This periodically precludes some clubs from being able to secure their regular show facility because of conflicts with other activities.
Mr. Merriam gave a report from the Business Committee. The committee was reviewing the total cost to AKC of supporting the events areas, DOGNY, pet insurance, and 2002 goals.
It was reported that the Chairman and the CEO would be meeting with their counterparts at the AKC Canine Health Foundation to discuss issues impacting both organizations.
Mr. Menaker gave an update of the DOGNY initiative. He reviewed financial commitments made and reported on progress in obtaining final approval for the program.
Dr. Battaglia gave a report from the Operations and Planning Committee. The committee was reviewing procedures for retiring kennel names and for the handling of breed-specific stud book issues, the registrant concept, fees for correcting a litter, and mandatory DNA testing based on customer complaints.
Mrs. Schaefer gave a report from the Audit Committee. The committee had met with representatives of Ernst & Young. Any Board member wishing to receive a copy of the report was to contact Mr. Cheauré.
Mrs. Strand gave a report from the Public Relations and Public Affairs committee. She indicated that the Board would be receiving a monthly update report on AKC public relations activities from the Communications Department on behalf of the committee. In April, the committee discussed the AKC image campaign, and the banner program. The Board was shown a rough cut of a film that is to be part of the image campaign. The banners provided to superintendents will be available by the end of April. Clubs will be able to order signs and banners by June. The committee also is in the process of converting a CD on kennel inspections into a format that may be used for club presentations. This will be available in June or July. Another initiative of the committee was planning an AKC syndicated column on purebred dogs. The committee also reviewed the progress in beginning the DOGNY initiative.
Mrs. Strand reported that Vice President of Corporate Relations, Dennis B. Sprung, also serves as Ombudsman to our constituency in a recently developed role to improve service to the fancy. Individuals who have submitted requests to the appropriate AKC departments and still have unresolved questions or concerns may contact Mr. Sprung for further assistance.
Dr. Battaglia presented a request from the German Shepherd Dog Club of America to have a short segment on temperament testing added to the AKC breed standard video. The proposal was not to redo the video, but to add the segment to the master copy for producing future copies as needed. This was referred to staff to determine the feasibility of doing this.
