October 2001
The Board convened Monday, October 8, 2001 at 11:02 a.m. after the meetings of the various Board Committees. All Directors were present except Mr. Kelly, as were the Chief Operating Officer and Executive Secretary. Mr. Kelly participated in the meeting via teleconference, but was not permitted to vote.
The Board reviewed the August 2001 minutes. Upon motion made by Dr. Smith, and seconded by Mr. Menaker, the minutes of the August 2001 meeting, copies of which were made available to all Directors, were adopted (unanimously; absent, Mr. Kelly).
The Chairman, Mr. Merriam, reported on correspondence referred to him as Chairman.
Mr. Merriam reviewed the Board's 2001 priorities.
Mr. Merriam reported that a number of foreign kennel clubs had sent messages of sympathy and support after the September 11 terrorist attack. The messages came from the all-breed clubs in Canada, England, Ireland, New Zealand, Russia, Japan, Mexico, Scotland, and from the national German Shepherd Dog Club in Germany. The Board unanimously wished to express its gratitude for these gestures.
The Board considered making the Disaster Relief Fund a permanent fixture so that AKC could respond quickly to future situations. It would be funded as a reserve account by the Board. Staff was directed to report back on all facets of this, including the feasibility of making contributions to such a fund tax deductible.
For a number of years, AKC has hosted a dinner for foreign kennel club officials at the time of the Westminster Kennel Club show. The Board agreed that beginning in 2002, this dinner will be moved to coincide with the American Dog Classic.
The President, Mr. Cheauré, gave a personnel update. He reported that Thomas Murphy, CFO, was retiring, effective December 31, 2001 and that a search firm was being hired to identify a replacement. He also reported that Robin Stansell has been hired as a Field Representative for Texas and that David Buttgereit has been named Director of Registration.
Mr. Cheauré gave a summary of the actions taken by AKC in the aftermath of the September 11, 2001 terrorist attack. While access to the New York headquarters was not permitted on September 12, plans were formulated. On the morning of the 13th, senior staff in New York and Raleigh met via teleconference and plans were implemented that included making contact with the individuals overseeing the Search and Rescue and the establishment of the funds to address the needs of the human and animal victims as well as to support the SAR teams.
Mr. Cheauré gave an update on sponsorships for Obedience and Agility.
There was discussion on a proposed research study on the long-term health effects on the SAR dogs that participate in a large scale effort in an urban environment. The study would be done at the University of Pennsylvania. Following a motion by Mr. Gladstone, seconded by Mr. Menaker, it was VOTED (unanimously; absent, Mr. Kelly) to give a $40,000 grant, which is to be matched by the AKC Canine Health Foundation, for this study.
Mr. Cheauré reported that the AKC standard agility team won the gold medal at the World Championship in Portugal and that the mini-team won the silver medal.
Mr. Murphy, Chief Financial Officer, gave a financial update. The Financial Report for September 2001 showed a net excess of revenue over expenses of $251,000.
The individual registration figures for September 2001 are 82,381, versus 90,930 for September 2000.
The litter registration figures for September 2001 are 29,937 versus 35,202 for September 2000.
The Executive Secretary, Mr. Crowley, reported on Delegate meetings for 2002. The December 2002 will be held in Orlando, Florida prior to the AKC/Eukanuba American Dog Classic. The March and September meetings will be held in the New York area because of the need for additional staff to handle elections. If a second meeting is to be held outside of the New York area, it would be the June meeting. Staff had researched sites in the mid part of the country. There was a motion by Mr. Gladstone, seconded by Mr. Menaker, and it was VOTED (unanimously; absent, Mr. Kelly) to hold the December 2002 meeting in Orlando, Florida to precede the American Dog Classic
There was a motion by Dr. Garvin, seconded by Mrs. Strand, to hold the June 2002 meeting outside of New York. There was a motion made by Dr. Smith, seconded by Dr. Davies, to amend the main motion to specify that the meeting would be in the Minneapolis/St. Paul, Minnesota area. This secondary motion failed, with the VOTE (affirmative, Dr. Smith, Dr. Davies, Ms. Scully, Mrs. Strand, Mr. Gladstone, Dr. Garvin; opposed, Dr. Battaglia, Mr. Merriam, Dr. Mays, Mr. Marden, Mr. Goodman, Mr. Menaker; absent, Mr. Kelly). The main motion was then adopted with the VOTE (affirmative, Mr. Gladstone, Dr. Garvin, Mrs. Strand, Dr. Smith, Dr. Mays, Mr. Menaker, Ms. Scully, Mr. Marden; opposed, Mr. Merriam, Dr. Battaglia, Dr. Davies, Mr. Goodman; absent, Mr. Kelly).
Following a motion by Mr. Gladstone, seconded by Dr. Smith, it was VOTED (affirmative, Mr. Gladstone, Dr. Smith, Mrs. Strand, Ms. Scully, Mr. Marden, Mr. Goodman, Dr. Mays, Dr. Garvin, Mr. Menaker; opposed, Mr. Merriam, Dr. Davies, Dr. Battaglia; absent, Mr. Kelly) to hold the June 2002 Delegates meeting in San Antonio, TX.
Mr. Crowley reported that the March 2002 Delegates meeting will be at the Crown Plaza Hotel in New York City.
The Board considered the AKC Bylaw amendments submitted by the Mississippi Valley Kennel Club. The amendments would enable standing Delegate Committees to submit proposed amendments to AKC Bylaws and Rules. Following a motion by Mr. Menaker, seconded by Mrs. Strand, it was VOTED (affirmative, Mr. Menaker, Mrs. Strand, Mr. Gladstone, Dr. Garvin, Ms. Scully, Dr. Davies, Dr. Smith, Mr. Marden, Dr. Mays; opposed, Mr. Merriam, Dr. Battaglia, Mr. Goodman; absent, Mr. Kelly) to approve the following amendments (underlined portions) to Article VI, Section 11, and Article XX, SectionS 1 and 3 of the AKC Bylaws:
Article VI, Section 11. The Delegates may elect standing committees with such goals and charges as shall be established in a standing rule on committees adopted by the Delegates. The size and election procedures for these committees shall be established in this same standing rule.
Article XX, Section 1. Amendments to the Bylaws and/or the Rules may be proposed by the Board of Directors or by a Member Club acting through its Delegate. Amendments to the Bylaws and/or the Rules may also be proposed by a Standing Delegate Committee, provided such proposal is within the scope of the charge to that committee as defined in the standing rule on committees.
Article XX, Section 3. Proposed amendments to the Bylaws and/or the Rules by a Member Club, acting through its Delegate, or by a Standing Delegate Committee, must be submitted in writing to the Executive Secretary and also to the Board of Directors. The Board of Directors shall review said proposed amendments and approve, disapprove and/or make recommendations.
- If the Board approves, the amendment shall be noticed as set forth in Section 4 and voted upon as set forth in Section 5 hereunder.
- In the event the Board disapproves of the proposed amendment, it shall, through the Executive Secretary, so notify the proposer of the amendment through its Delegate in writing with recommendations, if any. The Member Club may then within 60 days, or in the case of a Standing Delegate Committee, within 90 days of receipt of said notice demand in writing that the proposed amendment be noticed pursuant to Section 4 hereunder and presented at a regular meeting of the AKC for a vote, and said procedure shall then commence forthwith. Should the Member Club or the Standing Delegate Committee elect to submit a revised proposed amendment, it shall be treated as a new proposal.
- In the event the Board does not approve or disapprove of the proposal within 6 months of receipt, the matter shall proceed forthwith with notice as set forth in Section 4 and vote as set forth in Section 5 of this Article.
Mr. Crowley reported on the procedures followed by staff to select a Parent Club for a new breed. The club must be active and have at least one hundred households in the membership. The club must either maintain a registry or utilize the AKC Foundation Stock Service. There must be a minimum of 300-400 dogs in either before the breed would be admitted into the Miscellaneous Class.
Mr. Crowley reported on a request submitted by the North American Beauceron Club to be recognized as the AKC Parent Club for the breed. AKC staff has been working with the Beauceron Club of America since 1994 and has been working with that organization to make it the eventual AKC Parent Club for the breed. Staff's recommendation was to continue that course. There was a motion by Mr. Gladstone, seconded by Dr. Garvin, to request a full presentation from both clubs for evaluation. This motion was defeated (affirmative, Mr. Gladstone, Dr. Garvin; opposed, Mr. Merriam, Mr. Menaker, Dr. Battaglia, Mr. Goodman, Mrs. Strand, Dr. Davies, Ms. Scully, Dr. Mays, Mr. Marden; abstaining, Dr. Smith; absent, Mr. Kelly).
Mr. Crowley reported on a request submitted on behalf of the Board of Directors of the Greyhound Club of America to have the National Greyhound Association removed from the list of organizations with pedigrees acceptable for AKC registration. The request was referred to the Board Operations and Planning Committee.
Mr. Crowley reported on a petition received from members of the American Chinese Crested Club. The petitioners believed that the Board of the club acted contrary to the club bylaws in withdrawing proposed breed standard revisions from AKC consideration. While the revisions were approved by the membership by two votes, there were several discrepancies in the results, which resulted in the AKC supporting the ACCC Board's decision to withdraw the standard changes from AKC consideration. No action was taken by the AKC Board to change this decision.
Mr. Crowley reported on a gift of two pastel paintings of the Pug, Mighty Jim, which was the first Pug to win an all-breed show. They were donated by Filomena Doherty. She also donated her correspondence with owners of Pugs she bred, including the Duke and Duchess of Windsor, Prince Rainier of Monaco, and Lena Horne.
Dr. Smith, Dr. Davies and Dr. Garvin, members of the Appeals Committee, left the meeting prior to the report on Judges Applications.
Mr. Hayes, staff, participated in the discussion on Judges Applications via teleconference. Mr. Gladstone participated in the discussion, but left the meeting prior to the final vote. Upon motion made and seconded, it was VOTED:

Following completion of the report on Judges Applications, Dr. Smith, Dr. Davies and Dr. Garvin returned to the meeting, as did Mr. Gladstone.
Mr. Slay, staff, participated in the portion of the meeting dealing with disciplinary actions.
There was a report on the actions taken by the AKC staff during the month of September 2001 on the cancellation of litters and individual registrations.
During the month of September, the registrations of 10 litters were cancelled: 5 because of impure breeding and 5 as a result of the Compliance Audit Program - DNA.
The cancellation of the 10 litters resulted in the cancellation of 13 registered dogs and rendered 28 dogs, members of these litters, ineligible for registration.
The Board reviewed its policy on dog auctions. Staff recommended that the AKC position on the purchase of dogs sold at auction by Parent Club rescue groups be included in the policy. Following a motion by Dr. Smith, seconded by Mr. Gladstone, it was VOTED (affirmative, Dr. Battaglia, Dr. Davies, Dr. Garvin, Mr. Gladstone, Mr. Goodman, Mr. Marden, Dr. Mays, Mr. Menaker, Ms. Scully, Dr. Smith, Mrs. Strand; opposed, Mr. Merriam; absent, Mr. Kelly) to add a fourth provision to the AKC Auction Policy, as follows:
- AKC's current inspection program shall include kennels/individuals offering dogs for sale at auctions.
- The American Kennel Club considers auctions and raffles not to be reasonable and appropriate methods to obtain or transfer dogs.
- All dogs sold at auctions, regardless of age, must be permanently identified by either readable tattoo or microchip prior to being sold at auction. Dogs sold at auctions without the required identification will become ineligible for registration and shall be placed on permanent referral.
- The American Kennel Club discourages Parent Club rescue groups from purchasing dogs at auctions. Although Parent Clubs may be doing good things for individual dogs purchased at auctions, it perpetuates the problem and tends to create a seller's market. Reciprocally, auctioneers seek more dogs of those breeds to offer at auctions. AKC applauds the work of Parent Club rescue groups on many fronts. However, AKC believes that the purchasing of dogs at auctions is not overall in the best interest of purebred dogs.
Holly Hamilton (Seattle, WA) was suspended by the Cascade Coursing Club for conduct at their event on July 21, 2001. Specifically, Ms. Hamilton was charged with using abusive and foul language. The AKC Management Disciplinary Committee acted to suspend Ms. Hamilton's event privileges for a period of one month, effective July 21, 2001, and imposed a $500 fine.
Lisa Hovelsrud (Perris, CA) was suspended by the Lompoc Valley Kennel Club for conduct at their event on July 27, 2001. Specifically, Ms. Hovelsrud was charged with impairing a club's ability to retain a site. The AKC Management Disciplinary Committee acted to suspend Ms. Hovelsrud's event privileges for a period of 3 months, effective July 28, 2001, and imposed a $100 fine.
William McKee (Webster, NY) was suspended by the Central NY Retriever Club for conduct at their event on July 21, 2001. Specifically, Mr. McKee was charged with disruptive behavior at an event. The AKC Management Disciplinary Committee acted to issue a public reprimand and imposed a $100 fine.
Robert Bittner (Fort Pierce, FL) was suspended by the Macon Kennel Club for conduct at its event on September 1, 2001. Specifically, Mr. Bittner was charged with failure to properly control a dog at an event. Donald and Gwen Arthur (Houston, TX) were suspended by the Vicksburg Kennel Club of Mississippi, Inc. for conduct at its event on September 3, 2001. Specifically, Mr. & Mrs. Arthur were charged with impairing a club's ability to retain a site. The AKC Management Disciplinary Committee acted to suspend Mr. & Mrs. Arthur from Event privileges for a period of three months, effective September 17, 2001, and imposed a $500 fine on each of them.
Marian McShane (Kennet SQ, PA) was involved in an Event Committee hearing held by New River Valley Kennel Club for conduct at their event on August 5, 2001. Specifically, Ms. McShane was charged with using foul and abusive language. The AKC Management Disciplinary Committee acted to issue a public reprimand and imposed a $100 fine.
Vickie Thompson (Detroit, MI) was involved in an Event Committee hearing held by the Pontiac Kennel Club for conduct at their event on August 19, 2001. Specifically, Ms. Thompson was charged with failure to properly control a dog at an event. The AKC Management Disciplinary Committee acted to issue a public reprimand and imposeda $200 fine.

The Board Events and Clubs Committee and the Delegate Dog Show Rules Committee have discussed this in detail and concur that there should be realignment considering such factors as size of the shows in each state and travel patterns of exhibitors. The Board considered a proposed amendment to Chapter 8 of the Rules Applying to Dog Shows, which would require that information be submitted before the event is approved rather than before the premium list is printed. Following a motion by Ms. Scully, seconded by Dr. Smith, it was VOTED (unanimously; absent, Mr. Kelly) to amend Chapter 8 to read as follows:
"Prior to receiving permission to hold a dog show, obedience trial or tracking test, the club must submit the following information for the Superintendent or Show Secretary and Veterinarian contracted by the club, to service the event:

The Board considered amendments to the various Performance Events Regulations in order to provide that applicable Miscellaneous Class breeds may compete. Following a motion by Dr. Smith, seconded by Ms. Scully, it was VOTED (unanimously; absent, Mr. Kelly) to adopt the following amendments, effective June 1, 2002:
AKC's Regulations for Earthdog Tests for Small Terriers and Dachshunds.
Chapter 1, Section 6. Eligibility of Dogs. (first three paragraphs) Dogs six months of age or older and registered with The American Kennel Club or eligible to compete in the conformation Miscellaneous Class are eligible to participate in earthdog tests, as are spayed and neutered dogs.
The following breeds are classified as eligible to participate in earthdog tests: Dachshunds, Australian Terriers, Bedlington Terriers, Border Terriers, Cairn Terriers, Dandie Dinmont Terriers, Fox Terriers (Smooth and Wire), Glen of Imaal Terriers, Jack Russell Terriers, Lakeland Terriers, Manchester Terriers, Miniature Bull Terriers, Miniature Schnauzers, Norfolk Terriers, Norwich Terriers, Scottish Terriers, Sealyham Terriers, Silky Terriers, Skye Terriers, Toy Fox Terriers, Welsh Terriers and West Highland White Terriers.
Dogs of an eligible breed that have been granted Indefinite Listing Privileges (ILP) are eligible to participate. A dog of an eligible breed with an acceptable foreign registration number is eligible to participate subject to Chapter 11, Section 1 of the Dog Show Rules.
AKC's Herding Regulations.
Chapter 1, Section 3. Eligibility of Dogs. (First two paragraphs) All dogs nine (9) months of age or older that are registered with The American Kennel Club and classified as Herding Dogs under Chapter 3 of the Dog Show Rules, Samoyeds and Rottweilers and Herding breeds eligible to compete in the conformation Miscellaneous Class, are eligible to participate in herding tests and trials.
All dogs, nine (9) months of age or older, classified as Herding Group dogs under Chapter 3 of the Dog Show Rules, Samoyeds and Rottweilers and Herding breeds eligible to compete in the conformation Miscellaneous Class, that have been granted an Indefinite Listing Privilege (ILP) may participate in herding tests and trials.
Chapter 4, Section 4. (First paragraph) The American Kennel Club will issue a Herding Champion certificate for an eligible dog of a registrable breed that has acquired a HX title and earned 15 championship points in Advanced classes at licensed or member trials under the published point schedule, with at least two first placements carrying championship points. One of the first placements must be for three points or better and both first placements must be acquired under different judges. Championship points cannot be accrued at the trial in which the dog acquires the HX title. The titles will be identified by the use of the letters HC before the name of that dog in all official AKC records.
AKC's Regulations for Hunting Tests for Pointing Breeds.
Chapter 1, Section 4. Entry Requirements. (first paragraph) Hunting Tests shall be open to all Pointing Breeds six months of age or over on the first day of the event that are part of an AKC a registered litter or that have been individually registered with AKC or that are eligible to compete in the conformation Miscellaneous Class. Dogs of an AKC registrable Pointing Breed or that are Pointing Breeds eligible to compete in the conformation Miscellaneous Class that have been granted Indefinite Listing Privileges (ILP's) are eligible to participate in Hunting Tests.
AKC's Regulations for Hunting Tests for Retrievers.
Chapter 1, Section 4. Entry Requirements. (first two paragraphs) Hunting tests shall be open to dogs six months of age or over in all eligible breeds: Chesapeake Bay Retriever, Curly-Coated Retriever, Flat-Coated Retriever, Golden Retriever, Labrador Retriever, Irish Water Spaniel, Standard Poodle, and Nova Scotia Duck Tolling Retriever except that a specialty club formed for any one of the eligible breeds may be approved to hold a Hunting Test in which only that breed may participate. When a specialty club elects to restrict entry to its own breed, the premium list must specify that the event is open only to that breed.
Dogs of an AKC-registrable retriever breed, Irish Water Spaniels, Standard Poodles and Nova Scotia Duck Tolling Retrievers that have been granted Indefinite Listing Privileges (ILP's) are eligible to participate in Hunting Tests.
AKC's Regulations for Hunting Tests for Spaniels.
Chapter 1, Section 4. Tests Offered, Entry Requirements. (first two paragraphs) Clubs may offer Junior and/or Senior and/or Master Hunting Tests for all AKC registrable Flushing Spaniel breeds and Flushing Spaniels eligible to compete in the conformation Miscellaneous Class, but may not offer more than one of the same category at any event at which Qualifying scores toward titles might be earned.
Such Tests shall be open to all AKC registrable breeds of Flushing Spaniels and Flushing Spaniels eligible to compete in the conformation Miscellaneous Class six months of age or over on the first day of the event.
AKC's Regulations for Lure Coursing Tests and Trials.
Chapter 1, Section 3. Eligibility of Sighthounds. (first paragraph) Only purebred Afghan Hounds, Basenjis, Borzois, Greyhounds, Ibizan Hounds, Irish Wolfhounds, Italian Greyhounds, Pharaoh Hounds, Rhodesian Ridgebacks, Salukis, Scottish Deerhounds and Whippets that are one year of age or older, that have been registered with The American Kennel Club, or part of an AKC-registered litter, or otherwise, if whelped outside of the United States of America and owned by a resident of the USA, or of a country with a foreign registry organization whose pedigrees are acceptable for AKC registration and are registered with that registry, or that have been granted an Indefinite Listing Privilege (ILP), and Sighthounds eligible to compete in the conformation Miscellaneous Class are eligible to participate in lure coursing tests and trials. Hounds may not be entered as "registration pending" or "ILP pending."
Note: Italian Greyhounds are not eligible to compete for Best in Field.
Chapter XIII, Section 2. Field Championship (FC) (Prefix to the hound's name) (first paragraph) In order to be recorded as a Field Champion, a hound must be a registrable breed and obtain fifteen (15) championship points; included in these 15 points must be two first placements with three points or more, under two different Judges or judging panels and at least one point must be earned in competition with a hound of the same breed.
Following a motion by Mr. Marden, seconded by Mr. Goodman, it was VOTED (unanimously; absent, Mr. Kelly) to add an italicized paragraph to Chapter 14, Section 1A of the Field Trial Rules and Standard Procedure for Pointing Breeds to provide for a conflict between Field Trials held by an All-Breed Pointing Club and another Pointing Breed Field Trial, as follows, with the change effective October 15, 2001:
"AKC will not approve a trial held by an All-Breed Pointing Club that conflicts with another pointing breed field trial within 100 miles unless the club has obtained written permission from the club that historically holds the date."
Following a motion by Ms. Scully, seconded by Dr. Davies, it was VOTED (unanimously; absent, Mr. Kelly) to amend the Match Regulations to provide for Obedience Matches in a "Show and Go" format. The changes, effective January 1, 2002, are as follows:
Chapter 8, Sanctioned Tracking Tests
New:
Chapter 7, Section 1. Approval.
Approval for Plan OC Matches is granted to all-breed clubs, specialty obedience clubs or obedience clubs. Since the similarities between an OC Match and the standard training classes given by an American Kennel Club approved dog club to both members and non-members are so intertwined, there is no requirement for pre-approval by the American Kennel Club, written or otherwise, for a club to sponsor a Plan OC Match.
Chapter 7, Section 2. Match Secretary
For a Plan OC Match, the sponsoring club should designate a Match Secretary, who may or may not be a member of the club, but for the purpose of the OC Match, shall represent the club and shall have similar duties to those of a Trial Secretary.
Chapter 7, Section 3. Premium List.
Premium Lists are not required for Plan OC Matches, but any flier or handbill should contain all of the information that a prospective exhibitor would require when entering the match.
Chapter 7, Section 4. Closing of Entries.
Entries may close at any time prior to the match or on the day of the match. Under no circumstances may entries be accepted after specified closing date and time.
Chapter 7, Section 5. Judges Books.
Judges Books may be provided, but are not required.
Chapter 7, Section 6. Catalogs.
Due to the informal training class nature of a Plan OC Match, a catalog is not required.
Chapter 7, Section 7. Classes.
Any of the regular or non-regular classes may be offered. In addition, "run-throughs" may be offered where the exhibitor may do all or part of the total exercises from a given class, or the sponsoring club may allow a specific amount of "ring time" desired by the exhibitor. The sponsoring club may delay second "run-throughs" until all first "run-throughs" in a class have been completed. The maximum number of times to be able to repeat an exercise or to repeat a "run-through" shall be set by the sponsoring club. The fee for participation, whether it is a complete class participation including all of the exercises, or part of the exercises in a class, or additional "run-throughs", or a specified amount of "ring-time" desired by the exhibitor, shall be set by the sponsoring club. Corrections shall be limited to verbal corrections, or gently guiding the dog. At the option of the sponsoring club, food and/or toys may be allowed in the ring.
Chapter 7, Section 8. Match Report
A Match Report to The American Kennel Club is only required in cases where there is a need to report unusual circumstances, such as conduct prejudicial to the best interests of the sport by anyone present at the match.
Mr. Goodman reported that the committee was discussing the requirements for the Bred-by-Exhibitor Class, the inclusion of breed standards in catalogs for independent specialty shows, and amendments to the Beagle Field Trial Rules recommended by the Beagle Advisory Committee.
Mr. Menaker gave a report from the Business Committee. He reported that the committee was considering a conformation judges application fee.
Mr. Menaker have an update on the American Dog Classic. He indicated that AKC will host a cocktail reception at the Orlando Museum of Art on the Monday evening prior to the show. Mr. Secord will be present for a book signing of the new AKC, AKC Museum of the Dog art book.
Dr. Battaglia gave a report from the Operations and Planning Committee.
Following a motion by Dr. Battaglia, seconded by Dr. Smith, it was VOTED (unanimously; absent, Mr. Kelly) to adopt a graduated schedule of fines and penalties for exclusions resulting from inspections and investigations as part of the DNA Compliance Audit Program. The penalties, effective November 1, 2001, follow:
- One excluded litter - the litter owner(s) would receive a letter of reprimand. Litter owner may request additional DNA testing to determine correct parentage, paying the $250 fee for the AKC Inspector's return.
- Two excluded litters within a 5-year period - the litter owner(s) would be referred to the Management Disciplinary Committee for appropriate action (penalty 6 months suspension and a $500.00 fine). Litter owner may request additional DNA testing to determine correct parentage, paying the $250 fee for the AKC Inspector's return.
- Three excluded litters within a 5-year period - the litter owner(s) would be referred to the Management Disciplinary Committee for appropriate action (penalty 1-year suspension and $1,000 fine). Litter owner may request additional DNA testing to determine correct parentage, paying the $250 fee for the AKC Inspector's return.
- Four excluded litters within a 5-year period - the litter owner(s) would be referred to the Management Disciplinary Committee for appropriate action (penalty 5-year suspension plus $2,000 fine).
Following a motion by Mr. Menaker, seconded by Ms. Scully, it was VOTED (unanimously; absent, Mr. Kelly) to retire the "Rowanoaks" kennel name as requested by the Bedlington Terrier Club of America.
Dr. Battaglia reported that the committee had discussed a proposal from the American Rare Breed Association to enable FCI to accept ARBA pedigrees for non-AKC registrable breeds. Staff had been directed to respond to ARBA that AKC would not agree to this or to contact FCI concerning it. Dr. Battaglia reported that the committee was also discussing the single registrant concept.
Mrs. Strand gave the report for the Public Relations and Public Affairs Committee. The committee discussed publicity for the National Agility Championship and the American Dog Classic, the ACE awards, AKC's disaster relief effort and progress in developing a radio campaign. With regard to the ACE Awards, she indicated that one of the winners named before September 11 was a participant in the Search and Rescue effort at the World Trade Center. The committee was also pursuing the development of an image campaign for AKC and a public relations campaign for kennel clubs.
Mrs. Strand reported that the U.S. Solicitor General had sided with AKC and filed suit in the Doris Day Animal League legislation.
Mrs. Strand explained that AKC was negotiating with a major airline to establish policies for the transport of dogs that would meet the needs of the purebred dog fancy.
Under New Business, Mr. Gladstone opened discussion on a letter submitted on behalf of the Board of the Bernese Club of America. It was a request to have AKC initiate a pilot program during which every Bernese Mountain Dog that sires or whelps a litter would be required to have an AKC DNA profile on file before that litter would be registered. Staff was directed to examine all of the ramifications of such a program and to report back to the Board.
The Board recessed for a forty-five minute workshop on the Single Registrant concept.
The Board reconvened, and there being no further business to come before the meeting, and upon motion made and seconded, it was VOTED: To adjourn at 12: 10 p.m., Tuesday, October 9, 2001.
