AKC Board Minutes
May 2001

The Board convened Monday, May 7, 2001 at 11:30 a.m. after the meetings of the various Board Committees. All Directors were present as were the Chief Operating Officer, and Executive Secretary.

The Board reviewed the April 2001 minutes. Upon motion made by Mr. Marden, and seconded by Dr. Battaglia, the minutes of the April 2001 meeting, copies of which
were made available to all Directors, were adopted (unanimously).

The Chairman, Mr. Merriam, reviewed correspondence directed to him as Chairman.

Among the correspondence discussed was a letter from a member of the Board of the Doberman Pinscher Club of America requesting a discussion on a restricted registration for Doberman Pinschers carrying the gene for the white color, which the club considers to be indicative of the albino condition. Following a motion by Mr. Kelly, seconded by Mr. Goodman, it was VOTED (unanimously) to direct staff to reply to the club that there would be no value to further discussion on this subject until the Registration Rules are amended to provide for it. It was pointed out that the Delegates overwhelmingly defeated this proposal within the past few years.

Mr. Merriam reported that he had requested that the Public Relations and Public Affairs Committee discuss the breed-specific bans in Europe and to recommend what, if any, further action AKC should take in regard to it.

There was a review of the Board's priorities for 2001.

There was an Executive Session to discuss the composition of the Trial Boards.

Following a motion by Mr. Gladstone, seconded by Ms. Scully, it was VOTED (unanimously) to direct staff to request Mr. Del Deo, as Chair of the Appeals Trial Board, to review current Trial Board procedures and to make recommendations on how procedures for the Trial Boards and matters like discovery might be amended.

The President, Mr. Cheauré, gave a financial update and an update on personnel matters. With regards to personnel, Gina Lash was hired to coordinate Publications advertising and Stephanie Robinson was hired as Manager in the Public Relations area.

Mr. Cheauré gave an update on AKC's video program.

Mr. Cheauré gave a report on the American Dog Classic. Promotional efforts are well underway. There will be a regular flow of new articles on the AKC web site and there will be an information flier attached to the June Events Calendar.

Mr. Merriam reported that he had appointed a Board Liaison Committee for the Classic, consisting of Mr. Menaker, Chair, Dr. Davies, Mr. Goodman, and Mrs. Strand.


Mr. Murphy, Chief Financial Officer, gave the financial update. The Financial Report for April 2001 showed a net surplus (before non-cash items) of $12,000.

The individual registration figures for April 2001 are 91,808, versus 95,475 for April 2000.

The litter registration figures for April 2001 are 36,377 versus 38,351 for April 2000.

There was a review of a proposed survey on Delegate meetings. A second survey was being considered because the response to the first was so poor. When the Board approves a final version, it will be sent to the Delegate Strategic Planning Committee
for input.

Mr. Crowley reported on possible Delegate meeting sites for 2002. The only proposals received by the April 1 deadline were San Antonio, TX and San Diego, CA. As the
2000 June meeting was on the West Coast and the December 2001 meeting will be on
the East Coast, staff is concentrating on the midsection of the country. Besides San
Antonio, staff is also examining New Orleans, Chicago, Dallas and Minneapolis-St. Paul. A staff recommendation is due no later than September 1, 2001.

There was a discussion on a Board retreat for 2001. Staff was reviewing locations and will communicate with the Board members via e-mail in an effort to find acceptable dates.

Dr. Smith, Dr. Davies and Dr. Garvin, members of the Board Appeals Committee, left the meeting prior to the report on Judges Applications.

Following completion of the report on Judges Applications, Dr. Smith, Dr. Davies and
Dr. Garvin returned to the meeting.

Dr. Smith gave the report for the Appeals Committee. On April 9, 2001 the committee
heard an appeal from Malcolm C. Fellows to a decision to suspend his privilege to
apply for breeds and to fine him $300 for misrepresentation of information on a judge's
application. The committee recommended that the appeal be denied and the Board
VOTED to adopt this recommendation.

There was discussion on the June Delegates meeting. It was agreed that the Board
would meet as a committee of the whole at 8:00 a.m. on Monday after which the
regular Board Committees would meet.

There was a report on the actions taken by the AKC staff during the month of April
2001 on the cancellation of litters and individual registrations. During the month of
April, the registrations of 12 litters were cancelled: 7 because of impure breeding and 5
as a result of the Compliance Audit Program - DNA.

The cancellation of the 12 litters resulted in the cancellation of 9 registered dogs and
rendered 45 dogs, members of these litters, ineligible for registration.

The following actions taken by the AKC Management Disciplinary Committee were
reported:

David Gansz (West Orange, NJ) was suspended by the Event Committee of the
Afghan Hound Club of Northern New Jersey for mistreatment of his dog at a March 31,
2001 event. The AKC Management Disciplinary Committee imposed a public
reprimand and a $100 fine.

The AKC's Management Disciplinary Committee has suspended the following
individuals from all AKC privileges for a period of ten years, effective May 7, 2001, and
imposed fines of $2000 each for failure to comply with the recordkeeping and
identification requirements of Chapter 4 of the Rules Applying to Registration and
Discipline. Further, reinstatement will be contingent upon their beginning with a new

The AKC's Management Disciplinary Committee has suspended Susan Jones
(Kansas City, MO) from all AKC event privileges for a period of six (6) months, effective
May 7, 2001, and imposed a $1000 fine for providing fraudulent information on entries
for dogs which were ineligible to be shown. (Suluki)

The AKC's Management Disciplinary Committee has suspended Be Ann McMillen
(New London, MO) from all AKC privileges for a period of one (1) year, effective May 7,
2001, and imposed a $1000 fine for failure to maintain her dogs and facilities in a
manner acceptable to the American Kennel Club. (Labrador Retriever)

The AKC's Management Disciplinary Committee has suspended Britt McMillen (New
London, MO) from all AKC privileges for a period of one (1) year, effective May 7, 2001,
and imposed a $1000 fine for failure to maintain her dogs and facilities in a manner
acceptable to the American Kennel Club. (Chihuahua and Shetland Sheepdog)

The AKC's Management Disciplinary Committee has suspended Buddy Alan McMillen
(New London, MO) from all AKC privileges for a period of one (1) year, effective May 7,
2001, and imposed a $1000 fine for failure to maintain his dogs and facilities in a
manner acceptable to the American Kennel Club. (Siberian Husky)

The AKC's Management Disciplinary Committee has suspended Earl McMillen (New
London, MO) from all AKC privileges for a period of one (1) year, effective May 7, 2001,
and imposed a $1000 fine for failure to maintain his dogs and facilities in a manner

(New London, MO) from all AKC privileges for a period of one (1) year, effective May 7,
2001, and imposed a $1000 fine for failure to maintain his dogs and facilities in a

The AKC's Management Disciplinary Committee has suspended Mac McMillen (New
London, MO) from all AKC privileges for a period of one (1) year, effective May 7, 2001,
and imposed a $1000 fine for failure to maintain his dogs and facilities in a manner

The AKC's Management Disciplinary Committee has suspended Shelton McMillen
(New London, MO) from all AKC privileges for a period of one (1) year, effective May 7,
2001, and imposed a $1000 fine for failure to maintain his dogs and facilities in a
manner acceptable to the American Kennel Club. (Multiple Breeds)

The AKC's Management Disciplinary Committee has suspended Irene Monroig (E.
Northport, NY) from all AKC privileges for a period of five (5) years, effective May 7,
2001, and imposed a $1000 fine for having submitted, or caused to be submitted,
registration applications which she knew, should have known, or had a duty to know,
contained false certification. (Multiple Breeds)

The AKC's Management Disciplinary Committee has suspended Debbie Morris
(Mesquite, TX) from all AKC event privileges for a period of one (1) year, effective May
1, 2001, and imposed a $1000 fine for having entered, or caused to be entered, a dog
which she knew, or should have known, had been altered by artificial means
(permanent alteration). (Scottish Terrier and Wire Fox Terrier)

The AKC's Management Disciplinary Committee has suspended Ray Parker
(Collinsville, IL) from all AKC registration privileges for a period of one (1) year, effective
May 7, 2001, and imposed a $1000 fine for having reported false information in
connection with the registration of a litter. (Rottweiler)

The AKC's Management Disciplinary Committee has suspended Lisa Savage
(Stroudsburg, PA) from all AKC registration privileges for a period of one (1) year,
effective May 7, 2001, and imposed a $1000 fine for having submitted, or caused to be
sumitted, a registration application and supplemental transfer statement, which she
knew, or should have known, did not contain a personal signature of the former owner.

The AKC's Management Disciplinary Committee has suspended Stacy Schumacher
(Versailles, MO) from all AKC privileges for a period of ten (10) years, effective May 7,
2001, and imposed a $2000 fine for failure to maintain her dogs and facilities in a
manner acceptable to The American Kennel Club and for failure to comply with the
rules and regulations for recordkeeping and identification. (Multiple Breeds)

The AKC's Management Disciplinary Committee has suspended Kathleen Seamanik
(Vincentown, NJ) from all AKC registration privileges for a period of one (1) year,
effective May 7, 2001, and imposed a $1000 fine for having submitted, or caused to be
submitted, litter applications from three litters, which she knew, or should have known,
did not contain the personal signature of her co-owner. (Multiple Breeds)

The AKC's Management Disciplinary Committee has suspended Rebecca Walerczak
(Evansville, IN) from all AKC privileges for a period of five (5) years, effective May 7,
2001, and imposed a $1000 fine for having submitted, or caused to be submitted, a
litter registration application which she knew, or should have known, contained false
certification. (Golden Retriever)

Mr. Goodman gave the Events and Clubs Committee Report on fines assessed clubs
for late submission of date applications and judges panels.

It was moved by Dr. Smith, seconded by Ms. Scully and VOTED (unanimously) to
approve the Delegate credentials of the following persons, whose credentials have
been published in two consecutive issues of the GAZETTE:

Following a motion by Mrs. Strand, seconded by Mr. Goodman, it was VOTED
(unanimously) to approve the membership application of the Gig Harbor Kennel Club
(Gig Harbor, WA). This will be on the agenda for the June 2001 Delegates meeting.

There was a discussion on the Guidelines for Registered Handlers. Information on the
Handlers Program, including the guidelines and what is expected of a registered
professional handler, is available in pamphlet form and on AKC's web site:
www.akc.org. Staff recommended several changes to clarify the disciplinary portions of
the guidelines and to address issues that have been raised. There was a motion by Dr.
Garvin, seconded by Mrs. Strand, to remove the section on "Inappropriate conduct by
handler." This motion failed with the VOTE (affirmative, Dr. Garvin, Mrs. Strand, Mr.
Menaker, Mr. Gladstone; opposed, Mr. Merriam, Mr. Goodman, Mr. Marden, Dr.
Smith, Ms. Scully, Mr. Kelly, Dr. Davies, Dr. Mays, Dr. Battaglia).

Following a motion by Mr. Goodman, seconded by Dr. Battaglia, it was VOTED
(affirmative, Mr. Merriam, Mr. Goodman, Mr. Marden, Dr. Smith, Ms. Scully, Mr. Kelly,
Dr. Davies, Dr. Mays, Dr. Battaglia; abstaining, Dr. Garvin, Mrs. Strand, Mr. Menaker,
Mr. Gladstone) to adopt the revised Guidelines for Registered Handlers attached to
these minutes.

There was a discussion on the proposed revisions to the Havanese breed standard
involving an ambiguity on the eye rim pigment disqualification. There was a consensus
that the wording could be confusing and that it was not clear when a dog should or
should not be disqualified. There was a motion by Mr. Goodman, seconded by Dr.
Smith, to return the standard to the club to address this issue. The motion failed with a
VOTE (affirmative, Mr. Goodman, Dr. Smith, Mr. Kelly, Mr. Merriam, Dr. Battaglia;
opposed, Ms. Scully, Dr. Davies, Mr. Marden, Mr. Gladstone, Mrs. Strand, Dr. Garvin,
Mr. Menaker, Dr. Mays).

There was a motion by Mr. Marden, seconded by Dr. Davies, to approve the Havanese
standard revisions. This motion passed with the VOTE (affirmative, Mr. Marden, Dr.
Davies, Ms. Scully, Mrs. Strand, Mr. Gladstone, Mr. Kelly; opposed, Dr. Mays, Dr.
Battaglia, Dr. Smith, Mr. Merriam,; abstaining, Dr. Garvin, Mr. Goodman, Mr.
Menaker).

There was a discussion on the Junior Showmanship Regulations. Following a motion
by Mrs. Strand, seconded by Dr. Garvin, it was VOTED (unanimously) to delete the
first sentence of Section 7 of the Junior Showmanship Regulations and to substitute
the following:

Section 7 - Eligibility of Dog
"Each dog entered in a regular Junior Showmanship Class must be of a breed eligible
to compete in conformation classes (including Miscellaneous Classes) at the time of
the event."

The Board considered a request from the American Chinese Crested Club for the
division of the breed into two show varieties (Hairless and Powder Puff). There are nine
breeds that currently have two or three show varieties. However, the last was approved
in 1952. The ACCC believes that it has a unique situation because the Powder Puff
only carries the gene for that coat, while the Hairless must carry both the Hairless and
Powder Puff genes to survive. Following discussion, there was a motion by Ms. Scully,
seconded by Mr. Goodman, and it was VOTED (affirmative, Ms. Scully, Mr. Goodman,
Mr. Merriam, Mr. Menaker, Mr. Marden, Dr. Davies, Dr. Garvin, Mrs. Strand, Mr. Kelly,
Dr. Mays; opposed, Dr. Smith, Dr. Battaglia; abstaining, Mr. Gladstone) to deny the
request.

Following a motion by Mr. Marden, seconded by Mr. Menaker, it was VOTED
(unanimously) to approve the establishment of a Vizsla Club of America National Gun
Dog Championship with the addition of a new Section 18 to Chapter 14 of the Field
Trial Rules and Standard Procedure for Pointing Breeds as follows:

"A National Gun Dog Championship for Vizslas may be held not more than once in
any calendar year and shall be for dogs over six months of age, which by reason of
wins previously made qualify under regulations submitted by the Parent Club for the
breed and approved by the Board of Directors of The American Kennel Club. The stake
shall be held by the Parent Club, which shall file an application for permission to run it
under procedures approved in advance by The American Kennel Club. Dogs placing in
this stake shall be credited with championship points in accord with the schedule for
Field Championships and, if registered in The American Kennel Club Stud Book, the
winner shall be entitled to be designated "National Gun Dog Champion of 2___."

Among the other items being discussed by the committees were:

· The Dog Show Point Schedule.
· The possible grandfathering of shows in clusters that do not meet current mileage
restrictions.
· Possible conflicts between Obedience and Agility events.

Mr. Menaker gave a report from the Business Committee. Among the items being
discussed by the committee were:

· Health care benefits for AKC employees.
· The charging of application and/or annual fees to judges.
· Fee increases.

Mr. Cheauré presented a proposal from IAMS concerning prize money that was to be
awarded for various placements at the American Dog Classic. Following discussion,
there was a motion by Mr. Menaker, seconded by Mr. Gladstone, and it was VOTED
(affirmative, Dr. Battaglia, Dr. Davies, Dr. Garvin, Mr. Gladstone, Mr. Goodman, Mr.
Kelly, Mr. Marden, Dr. Mays, Mr. Menaker, Ms. Scully, Dr. Smith, Mrs. Strand;
opposed, Mr. Merriam) to accept the proposal.

Following a motion by Mrs. Strand, seconded by Ms. Scully, it was VOTED
(affirmative, Ms. Scully, Mrs. Strand, Mr. Menaker, Mr. Merriam, Dr. Smith, Dr. Davies,
Dr. Garvin, Mr. Kelly, Mr. Goodman, Mr. Marden; opposed, Mr. Gladstone, Dr.
Battaglia, Dr. Mays) to approve the following registration fee increases, effective
August 1, 2001:

Individual Registration - $15.00
Litter Registration - $25.00 plus $2.00 for each dog in the litter.

Other associated fees, e.g., duplicate registration certificates, duplicate litter kits,
transfers, etc., will also increase.

These fee increases are needed to continue to provide the expanded range of services
that our customers have come to expect from The American Kennel Club. Our future
requires that we upgrade the core business to provide state-of-the-art access to event
results and dog competition information for our competitors. Our registration system
must also be integrated and compatible with these changes that include the use of
DNA technology to verify the registry and expanded kennel inspections to include the
care and condition of the dogs. AKC is investing to provide the very best dog related
information through our award winning website that attracts over one million visitors
each month. Our public service investment is on communicating the message of
responsible dog ownership through public education, children's education, legislative
affairs and the AKC Canine Good Citizen program, etc. AKC also provides significant
financial support to both the AKC Canine Health Foundation, which sponsors research
into canine health-related issues, and the AKC Museum of the Dog which holds the
largest repository of canine fine art. Our commitment and promise is to provide
leadership, and the very best service and value to everyone who appreciates purebred
dogs. We have made great strides toward these goals and we will continue moving
forward. The last increase in these fees was in 1998.

In approving the above fees, it was emphasized that every effort should still be made to
increase registrations by communicating the value of AKC registration.

Dr. Battaglia gave a report from the Operations and Planning Committee. Among the
matters being discussed by the committee were:

· The Single Registrant concept.
· Revisions to the list of penalties.
· Coat and Color
· E-Mail addresses on registration forms.
· Fulfillment and order entry.
· Registration reengineering.

Following a motion by Dr. Battaglia, seconded by Dr. Smith, it was VOTED
(unanimously) to approve a business plan for the AKC Breeders Education Program.

There was a discussion of the FSS program. It was agreed that there would be a
special meeting at 8:00 a.m. on the Monday preceding the Tuesday June Delegates
meeting specifically to discuss the Foundation Stock Service. A draft of a motion that
will be considered at that meeting follows:

DRAFT OF THE PROPOSAL
THE AKC BOARD IS TO CONSIDER IN JUNE

1. Retain the FSS Recording Service

2. Rescind all regulations involving competition by FSS breeds.

3. Add six breeds to the Miscellaneous Class effective for shows held on and after
August 1, 2001, subject to the concurrence of the Parent Clubs for those breeds, the
breeds are:

· Beauceron
· Black Russian Terrier
· Irish Glen of Imaal Terrier
· Neapolitan Mastiff
· Nova Scotia Duck Tolling Retriever
· Redbone Coonhound

This makes the above Miscellaneous breeds eligible to compete in Obedience, Agility
and Tracking Events, effective for events held on and after August 1, 2001.

By existing Board adopted regulations, Miscellaneous breeds are eligible for Junior
Showmanship.

4. Direct staff to prepare a draft proposed amendment to the Dog Show Rules by June
2001, encompassing new aspects to the Miscellaneous Class; e.g. titles and
mandatory classes, which would then be sent to the Delegate Coordinating Committee
to distribute to the appropriate Delegate committees for input.

5. Direct staff to prepare a draft amendment to the various Performance Event
Regulations by July 2001, to make Miscellaneous breeds eligible to compete in
applicable performance events. This will only apply to those Performance Events
governed by Regulations (Herding, Lure Coursing, Earthdog, and Hunting Test).

Mrs. Strand gave the Public Relations and Public Affairs Committee report. Among the
subjects being discussed by the committee were:

· The committee reviewed ongoing AKC communications activities including print and
broadcast media coverage of AKC during the previous month.

· The committee considered the range of videos produced by AKC and the different
audiences they serve. While most were produced for educational purposes without
expectation of profit, the committee discussed whether or not we can provide and
distribute the same information more effectively through other media. The committee
also considered improved marketing strategies for existing videos.

· The committee reviewed ongoing legislative efforts by staff to promote better airline
policies for shipping dogs. The committee fully supported those efforts and sought
additional methods for improving air transport of dogs.

· Website improvements: In response to a committee request George Berger reported
that the AKC Gazette aims to transfer 25 years of GAZETTE articles this year. The
project was launched May 1, 2001 and archiving will begin with the May, 2000 issue
and work backwards, using feature articles that are at least a year old.

· AKC staff reported that improvements in webdsite navigation are underway and
should be launched by July.

· The committee plans to review and update AKC Position Statements where
necessary.

· The committee plans to consider AKC's relationship to the commercial (high volume)
sector, evaluating such elements as our record inspections, DNA and care and
conditions programs. The committee discussed the need to seek input from the
delegate body in this discussion.

· The committee discussed various PR strategies including ones that would allow for
repeat messaging. The committee will work on developing a supporting policy.

Dr. Battaglia gave a report for Companion Animal Recovery. CAR donated a million
dollars to a scanner distribution fund to provide scanners to shelters and rescue groups. There are currently over 900,000 animals recorded in CAR's database. He also
reported that Mr. Merriam and Mr. Menaker had been added to the CAR Board.

Mr. Kelly reported on a development at the University of Pennsylvania where Dr.
Bennet, working with Dr. Aguirre of Cornell, was able to restore sight to blind Briard
puppies by injecting the RP65 gene into their eyes.

The Board recessed to go into informal session to discuss AKC membership and the structure and nature of the Delegate body.

Following return to regular session, there was a motion by Mr. Goodman, seconded by Dr. Davies, and it was VOTED (unanimously) to request the Delegate Bylaws and
Strategic Planning Committees to discuss the issue of AKC membership and how the
continued increase in member clubs might affect the structure of the organization and
Delegate meetings, and to give their opinion on whether there was a potential problem,
and if so, how should it be addressed.

There being no further business to come before the meeting, and upon motion made
and seconded, it was
