January 11-12, 1999
The Board convened Monday, January 11, 1999 at 11:15 a.m. following the meetings of the various Board Committees. All Directors were present as were the President, Chief Operating Officer, and Secretary.The Board reviewed the December 1998 minutes. Upon motion made by Mr. Marden, and seconded by Mr. Goodman, the minutes of the December 1998 meeting, copies of which were made available to all Directors, were adopted (unanimously).
The Chairman, Mr. Merriam, posed a number of questions and concerns raised at the December 1998 Delegates meeting. The Board referred those concerns to staff for possible follow-up action. A letter received from the Delegate Parent Clubs and All-Breed Clubs Committees concerning conflicts between rotating national specialty shows and all-breed shows was referred to the Board Events and Clubs Committee for consideration.
Ms. Laurans gave a report from the Breeders Education Committee, which met on the preceding weekend. She indicated that a survey sent to all Parent Clubs had resulted in a 75% response. Over sixty per cent of the Parent Clubs responding had no breeders education program at all. Many of the returned surveys included comments expressing the opinion that a program like this was very necessary. The committee adopted the following Mission Statement:
"To work with Parent Clubs and breeders in the development and dissemination of resources and information about the breeding of purebred dogs."Ms. Laurans indicated that the committee would continue to seek input from Parent Clubs, breeders and veterinarians who were also breeders.
Mr. Merriam enumerated a number of ongoing projects he hoped the Board would actively address during 1999. They included constitutional reform, action on the Show Site Report, action on the Future Direction of Show Events Reports, the approval of handlers, action on the Judges Approval Report, continued general oversight of computer reengineering, development of one major revenue-producing initiative, and a plan to demonstrably improve individual registrations.
The President, Mr. Cheauré, reported on the status of the North Carolina office renovation, which involves all four floors of the Operations facility.
Mr. Cheauré reported on the new Events system. While the overall conversion to the new system is going well, he outlined some of the start-up problems that had been encountered and enumerated the steps taken by all staff to correct them.
Mr. Cheauré and Mr. D'Altilio outlined some of the information products that will soon be brought forward for Board review. They will then be offered for a determined fee to the public. They include:
- 5 and 7-generation pedigrees.
- Progeny reports.
- A range of competition reports.
- All approved judging assignments.
- A conflict report, i.e., a list of all events in conflict with a designated event.
The registration figures for December 1998 (individual and litter registrations) are 155,770 versus 143,687 for December 1997.
Following a motion by Dr. Smith, seconded by Dr. Hritzo, it was VOTED (unanimously) to allocate $180,000 to the Board Set-Aside Account.
Following a motion by Dr. Hritzo, seconded by Mrs. Welsh, it was VOTED (unanimously) to approve the revisions to the Australian Cattle Dog standard, as published in the GAZETTE. The amended standard is effective February 24, 1999.
The Board considered a request submitted on behalf of the Palouse Hills Dog Fanciers for permission to hold back-to-back shows out of its area on April 25-26, 1999. Following a motion by Mrs. Strand, seconded by Mr. Goodman, it was VOTED (unanimously) to approve this request on a one-time basis.
The Board reviewed a staff proposal to add the Polish Lowland Sheepdog to the AKC registry, effective May 1, 1999, and to make the breed eligible to compete in the Miscellaneous Class, effective July 1, 1999. Open Registry would be maintained for the breed until December 31, 2001. Following a motion by Dr. Battaglia, seconded by Ms. Scully, it was VOTED (unanimously) to adopt the staff recommendation.
Mrs. Welsh, Ms. Scully, and Dr. Smith, members of the Judges Review Committee, left the meeting prior to the report on Judges Applications.
Mr. Hayes and Mr. Pitts, staff, were present for the discussion on Judges Applications.

At the Board's request, Mr. Pitts outlined the procedures followed for the processing of applications for obedience judges.
Following completion of the report on Judges Applications, Mrs. Welsh, Ms. Scully and Dr. Smith returned to the meeting.
Mr. Slay and Mrs. Fiore, staff, participated in the portion of the meeting dealing with disciplinary actions.
There was a report on the actions taken by the AKC staff during the month of December 1998 on the cancellation of litters and individual registrations.
During the month of December, the registrations of 23 litters were cancelled, resulting in the cancellation of 29 registered dogs and rendering 108 dogs, members of these litters, ineligible for registration.
Of the 23 cancelled litters: 15 were for impure breeding, 1 was at the request of the owner(s), and 7 were as a result of the Compliance Audit Program - DNA.

The Board of Directors has suspended Cynthia Muenick (Uniontown, OH) from all AKC privileges for a period of two (2) years, effective January 11, 1999, and imposed a $300 fine for having submitted, or caused to be submitted, a registration application which she knew, or should have known, contained a false certification as to one of the owners' signatures.
The Board of Directors has suspended Aaron Pavlechko (Boalsburg, PA) from all AKC privileges for a period of five (5) years, effective January 11, 1999, and imposed a $500 fine for having shown, or caused to be shown, the male Great Pyrenees, Wydtrack's Hullabaloo, WP758143/04 which he knew, or should have known, had a permanent alteration (eye tacking).
The Board of Directors has suspended Dianne Roberson (Kellyton, AL) from all AKC privileges for a period of ten (10) years, effective January 11, 1999, and imposed a $500 fine for having submitted, or caused to be submitted, two litter registration applications which she knew, should have known, or had a duty to know, contained false certifications.
Upon completion of the above reports, Dr. Haines, Ms. Laurans and Mr. Marden returned to the meeting.
Mr. Goodman gave the Events and Clubs Committee Report on fines assessed clubs for late submission of date applications and judges panels.

The Board considered a proposed amendment to Chapter 1 of the Regulations and Guidelines for AKC Hunting Tests for Retrievers. The amendment would add a new Section 8 to provide for apprentice judges. Following a motion by Dr. Battaglia, seconded by Mrs. Strand, it was VOTED (unanimously) to add the following Section 8 to Chapter 1:
"Just as with Judges, it is strongly recommended that clubs select as Apprentice Judges individuals with broad and extensive background experience in handling and working with Retrievers in the field. All such individuals must educate themselves by reading the Regulations and Guidelines for AKC Hunting Tests for Retrievers, and they must have qualified a dog at the level that they intend to apprentice before participating as an Apprentice Judge.
Apprentice Judges shall diagram and score dogs while under the supervision of the Judges, but their scores and opinions as to the dog's abilities shall not be considered in any way by the Judges as part of their official evaluation in determining whether or not dogs qualify. The Judges shall from time to time invite the Apprentice Judge to become involved in conversation with them such as the Judges discussing how and/or why the Apprentice scored a dog the way that he or she did.
Judges shall involve the Apprentice Judge in the setting up of the Hunting Test, and shall instruct them in all aspects of judging Hunting Tests. However, Apprentice Judges shall not advise handlers, signal for birds, take birds from handlers or otherwise be involved in the mechanics of the Hunting Test.
While they are not limited as to the number of times that they may act in such capacity, only one apprenticeship point will count towards an individual's combined point qualification requirement at the level scheduled to be judged.
When a club invites persons to judge, the club shall at that time advise the prospective judges of the club's intent to have a person apprenticing at the level that they are being requested to judge. Clubs shall obtain the consent of the judges accepting the assignment at that level before authorizing an Apprentice Judge."
The current Sections 8 through 20 will be renumbered as 9 through 21. The changes are effective April 1, 1999.
The Board considered proposed amendments to Chapter 2, Sections 4 and 5 of the Regulations and Guidelines for AKC Hunting Tests for Retrievers to permit a dog that has been awarded a Junior or Senior Hunter title to continue to enter tests at that same level although no further certifications would be awarded at that level. The intent is to permit less experienced handlers to participate with experienced dogs. Following a motion by Mr. Marden, seconded by Ms. Scully it was VOTED (unanimously) to adopt the following amendments to Chapter 2:
Section 4, Senior Hunter Title (SH), paragraphs 2 & 3:
"Upon completion of these requirements, an AKC Senior Hunter (SH) certificate will be issued to the owner, and the dog shall be identified as a Senior Hunter in all official AKC records by the suffix title SH, which title shall supersede the Junior Hunter title when the Junior Hunter title has been previously awarded. A dog that has been recorded as a Senior Hunter may continue to enter both Junior and Senior Hunting tests, provided handlers are under age 18 at the beginning of the test level entered, but no further Junior or Senior certificates will be issued."
Delete paragraph 3.
Section 5, Master Hunter Title (MH), paragraphs 3 and 4:
"A dog that has been recorded as a Master Hunter may continue to enter Junior, Senior and Master Hunting Tests, but no further Junior, Senior, or Master Hunter certificates will be issued."
Delete paragraph 4.
The Board considered a proposed amendment to the Regulations for AKC Hunting Tests for Spaniels and Guidelines for Spaniel Hunting Tests to make attendance at an AKC Spaniel Hunting Test seminar mandatory for test judges. Following a motion by Mr. Goodman, seconded by Mr. Marden, it was VOTED (unanimously) to add a new ninth paragraph to Chapter 1, Section 6 that will read:
"After January 1, 2000, attendance at an AKC Spaniel Hunting Test seminar, within five years prior to the beginning date of the event to be judged, is mandatory."
The Board considered the adoption of an amendment to the Obedience Regulations with a new Chapter 7 providing for a National Obedience Championship. Following a motion by Ms. Scully, seconded by Mr. Goodman, it was VOTED (unanimously) to adopt a new Chapter 7, to read as follows:
"A National Obedience Championship shall be for dogs over six months of age, which by reason of wins previously made in AKC Obedience Trials qualify under special rules approved by the Board of Directors. This event shall not be run more than once in any calendar year by the National Obedience Association. The winner of the event shall be entitled to be designated "National Obedience Champion of 19__/20__."
Current Chapters 7 and 8 are to be renumbered 8 and 9. This amendment is effective February 1, 1999.
Dr. Battaglia gave a report from the Business and Planning Committee.
The Board considered the authorization of the transfer of funds from the Special Reserve Education Account to cover the funding of Junior Showmanship scholarships for 1999. Following a motion by Dr. Haines, seconded by Dr. Battaglia, it was VOTED (unanimously) to transfer $25,000 from Special Reserve number one to allocate it to 1999 Junior Showmanship scholarships.
Dr. Battaglia gave an informational report on Companion Animal Recovery. He indicated that recoveries are up by 132%, and that scanners have now been distributed to all major shelters.
Dr. Haines gave the Board Discipline Review Committee Report.
Randy Huffey (Waterville, IA) was suspended by the Event Committee of the English Springer Spaniel Club of Greater Des Moines for abusing a dog and for abusive training at its September 27, 1998 AKC licensed event. The AKC Management Disciplinary Committee imposed a suspension of one year, effective October 15, 1998, and a $500 fine. Mr. Huffey appealed this decision. The Board Discipline Review Committee upheld the original decision.
Dr. Haines reported on the request made by the Board for input from the Delegate Canine Health Committee on scientific developments in the area of breeding. This request was discussed by that committee at its December meeting. While the committee did not recommend any exploration of procedures like cloning and embryo transplant at this time, it did suggest that the Board review its policies governing a litter with the puppies in the litter having different sires. Staff was directed to make a report to the Board in April on all present policies governing the handling of litters with multiple sires as well as the correction of pedigrees utilizing DNA technology.
Ms. Scully reported that she had attended the recent Grand American Coonhound Event in South Carolina. She commented on the enthusiasm of the participants at this event which drew over 30,000 spectators.
Mr. Cheauré distributed an interim report from Ronald Menaker, Chairman of the Exploratory Constitution and Bylaws Committee. The committee recommended that the Board consider the adoption of housekeeping changes previously proposed by the Delegate Constitution and Bylaws Committee. These changes involved: using "AKC" throughout the Bylaws for consistency, rather than "AKC," "The American Kennel Club," or "the Club;" replacing all references to "shows, obedience trials and field trials" and "Bench Show Committees, Obedience Trial Committees and Field Trial Committees" to "Purebred Dog Events" and "Event Committees" respectively to take all of AKC's new activities into consideration; making the Bylaws gender neutral; and adding "purebred" before dogs wherever appropriate in the Bylaws. The interim report indicated that several recommendations for substantive changes would be forthcoming as they are finalized.
The Board went into recess to reconvene the Board Business and Planning Committee.
The Board came back into session and the meeting was adjourned at 4:15 p.m., Monday, January 11, 1999.
Meeting reconvened on Tuesday, January 12, 1999, at 8:00 a.m. All Directors were present, as were the President, Chief Operating Officer, and Secretary. The Board went into recess to conduct committee business, reconvening at 11:45 a.m.
Mr. Merriam reported that he and Mr. Cheauré will attend meetings with representatives of The Kennel Club and FCI in England. This was at the invitation of The Kennel Club and the meetings would be in conjunction with the 1999 Crufts show.
