The official monthly meeting minutes of the Board of Directors of the American Kennel Club appear below.Board votes on matters pertaining to individuals, i.e. judging approval and discipline, are not recorded.

The Board convened Monday, April 12, 1999 at 10:10 a.m. All Directors were present as were the President, Chief Operating Officer, and Secretary.
The Board reviewed the March 1999 minutes. The Chairman indicated that he wished to add one item that should have been reported out of Executive Session at the March meeting. The Board voted to extend the contract of Mr. Cheauré as President and CEO through March 31, 2002. Upon motion made by Mr. Goodman, and seconded by Ms. Scully, the minutes of the March 1999 meeting, as amended, were adopted (unanimously).
There was an Executive Session to discuss personnel matters. Following return to the open meeting, the following items were reported:
- Mr. Robert Slay
was elected Vice President, Compliance Operations.
- The salaries for
all officers were approved.
- The Board recommended to the President that his senior staff should set objectives and periodically report to the Board on progress in meeting them. It also recommended that the CEO, in conjunction with the Board, set goals and objectives for himself with periodic reporting to the Board.
Dr. Mays raised the issue of Board/Delegate relations, emphasizing the need to improve how the Board and Delegates interact. Following a motion by Dr. Mays, seconded by Mr. Goodman, it was VOTED (unanimously) to invite the Coordinating Committee to meet with the Board in June. The principal item for discussion would be how the Delegates and Board can work better together.
Mr. Merriam reported on his discussion with Dr. Brown, Chairman of the Delegate Parent Clubs Committee, concerning a Parent Club Conference focusing on breed rescue as well as other matters of concern such as codes of ethics, judges education, breeder education, club communication, etc. Such a conference would be planned for some time in 2000. The Chairman referred the matter to the CEO to have staff develop a proposal in conjunction with the Parent Clubs Committee.

Mr. Merriam reported on the meetings with The Kennel Club and FCI in connection with the Crufts Show in March. AKC was represented by Mr. Merriam, Mr. Cheauré, and Mr. Crowley. AKC met separately with The Kennel Club and FCI. The former was represented by Peter James, Chairman; Peter Mann, Vice Chairman; W.R. Irving, General Committee Member; Roger French, CEO; and Rosemary Smart, Executive, Events, Marketing and Business Development; and the latter by Hans Müller, President; Karl Reisinger, Vice President; Carla Molinari, Treasurer; and Yves de Clercq, General Director.
Among the subjects discussed with The Kennel Club were DNA procedures, registration declines, the position of AKC in not recording foreign titles, and some individual breed issues. The FCI discussions included an explanation of the status of FCI contract partners, the splitting of the Akita breed, in FCI countries, the possibility of a formal AKC/FCI agreement, an explanation of FCI performance events, AKC’s position in not recording foreign titles, and the problem faced by non-AKC breeds in the U.S., which are now unable to be exported and registered in FCI countries. The Chairman referred to the CEO for possible staff study, the review of AKC policy of non-recognition of foreign titles and a review of the problem of the export of non-AKC breeds.
The President, Mr. Cheauré, gave a registration update, including a sample of the new registration form which will be introduced shortly..
There was a motion by Mr. Goodman, seconded by Dr. Battaglia, and it was VOTED (unanimously) to have staff make a report to the Board Events Committee on all facets of Event liability insurance.
Ms. Laurans reported on her trip to Japan for the Japan Kennel Club’s Fiftieth Anniversary Show, which was also the International Asian Union Show, and a meeting at the Japan Kennel Club. She indicated that she was particularly impressed with their program for Junior Showmanship that includes a summer camp which the Juniors attend with their dogs. She also reported on her judging assignment in Ireland where she met with Mr. Craemer, President of the Irish Kennel Club.
Ms. Laurans raised the question of the appropriateness of letters from groups concerning AKC elections being be sent on stationery containing a dog food company logo.
Mr. Cheauré reported on the North Carolina renovations. He indicated that by June 1999 the renovation should be complete with the exception of the computer center.

Mr. Cheauré reported that management was exploring the concept of pet insurance and would be making a proposal to the Board.
The Treasurer, Mr. Marden, gave a financial update. Mr. Murphy, staff, was present for this report. The Financial Report for March 1999 showed an excess of revenue over expenses of $1,034,000.
The registration figures for March 1999 (individual and litter registrations) are 169,572, versus 162,981 for March 1998.
The Secretary, Mr. Crowley, reported on a proposed amendment to Article XVI, Section 8 of the AKC Constitution and Bylaws, submitted by the Lancaster Kennel Club. The amendment would provide for an additional Delegates meeting agenda item, "Discussion of changes to the Constitution and Bylaws, or rules read at this meeting and scheduled for a vote at the succeeding meeting." The matter was reviewed by the Board Business and Planning Committee in March, and that committee recommended its disapproval. Following a motion by Mrs. Welsh, seconded by Ms. Laurans, it was VOTED (unanimously) to disapprove this proposal.
Mr. Crowley reported on staff recommendations to accept the pedigrees of the Russian, Latvian, and Lithuanian Kennel Clubs. This was to be discussed further at the May meeting. Staff was to review current policies requiring a minimum annual registration of 5,000 dogs for foreign registries and of tying in approval of a registry with judging approval.

At a Meeting of the Board of Directors of the American Kennel Club
Held on April thirteenth, nineteen hundred and ninety-nine, the following Resolution was unanimously adopted:
WHEREAS, Dr. Patricia H. Haines was elected a Director of The American Kennel Club on March fourteenth, nineteen hundred and ninety-five, serving until March ninth, nineteen hundred and ninety-nine; and,
WHEREAS, she served as a member of the Board Events Committee from April, nineteen hundred and ninety-five until April, nineteen hundred and ninety-seven; and the Board Events and Clubs Committee from April, nineteen hundred and ninety-seven until March, nineteen hundred and ninety-nine; and,

WHEREAS, her acknowledged expertise in matters pertaining to canine health, breeding and Junior Showmanship proved to be an invaluable asset to the Board of Directors as it addressed issues in these areas and moved to position itself to maintain and expand its leadership role in promoting and protecting the Sport of Purebred Dogs; and,
WHEREAS, we are ever mindful of the great contributions she has made and continues to make to The American Kennel Club and the Sport of Purebred Dogs; and,
WHEREAS, we will ever cherish our association with this distinguished sportswoman, veterinarian and friend,

Following completion of the report on Judges Applications, Mrs. Welsh, Ms. Scully and Dr. Smith returned to the meeting.
Mr. Slay and Mrs. Fiore, staff, participated in the portion of the meeting dealing with disciplinary actions.
There was a report on the actions taken by the AKC staff during the month of March 1999 on the cancellation of litters and individual registrations.
During the month of March, the registrations of 33 litters were cancelled: 3 because of impure breeding, 1 at the request of the litter owner(s), 25 because of the Compliance Audit Program - DNA, 1 because the litter was whelped outside the United States, 1 because of Court order, and 2 because the identity of the litters is in question.
The cancellation of the 33 litters resulted in the cancellation of 32 registered dogs and rendered 139 dogs, members of these litters, ineligible for registration.
In addition, one dog was cancelled as a result of a forgery case.

The AKC's Management Discipline Committee has suspended the following individuals from all AKC privileges for a period of ten (10) years, effective April 12, 1999, and imposed fines of $500 each for failure to comply with the recordkeeping and identification requirements of Chapter 4 of the Rules Applying to Registration and Discipline.

The AKC’s Management Discipline Committee has suspended Marvis Blair (Ohatchee, AL) from all AKC privileges for a period of one (1) year, effective April 12, 1999, and imposed a $500 fine for failure to properly complete an AKC document to show the name and address of the individual to whom the dog was directly transferred, and the date of the transfer. The AKC’s Management Discipline Committee has suspended Lisa Cameron (Tumwater, WA) from all AKC privileges for a period of one (1) year, effective April 12, 1999, and imposed a $300 fine for having submitted, or caused to be submitted, a litter registration application which she had signed on behalf of another without filing a properly completed Power of Attorney Form. Mr. Goodman gave the Events and Clubs Committee Report on fines assessed clubs for late submission of date applications and judges panels.

The Board considered modifying the policy governing when Non-Regular Classes for single-dog entries may be judged. Following a motion by Ms. Scully, seconded by Mrs. Strand, it was VOTED (unanimously) to permit the scheduling of all Non-Regular Classes for specialties and designated specialties to be at the discretion of the show-giving club, except that classes for single-dog entries must be judged before Best of Breed or Best of Variety.
Following a motion by Mrs. Strand, seconded by Mr. Marden, it was VOTED (unanimously) to approve the Helena Montana Kennel Club for the holding of shows on September 21 and 24, 2000 as part of a four-day cluster. This approval was given on a one-time basis.
Ms. Laurans gave an update on the work of the Breeder’s Education Committee, which met on the weekend preceding the Board meeting. She summarized the input from over 500 returned surveys and 83 letters, which were very supportive of the committee’s work and goals.
Ms. Scully reported on the Future Direction of Show Events Committee recommendations along with the AKC staff input on those recommendations, which were discussed by the Board Events and Clubs Committee. Following a motion by Mr. Goodman, seconded by Dr. Smith, it was VOTED (unanimously) to move the report to blue status so that it could be acted on by the full Board.
There was an extensive discussion on the various recommendations of the Future Direction of Show Events Committee including allowing back-to-back events out of a club’s area; allowing a club to hold its events in any configuration; allowing back-to-back events for local specialty clubs; and when there is an exceptional site, permitting more than four events in a cluster. Barbara Schwartz and Michael Liosis, staff, were present for this discussion.
Following a motion by Dr. Battaglia, seconded by Ms. Scully, it was VOTED (unanimously) to approve back-to back specialty shows for local specialty clubs.

Meeting reconvened at 8:00 a.m., Tuesday, April 13, 1999. All Directors were present as were the President, Chief Operating Officer and Secretary.
Mr. Slay was briefly present so that the Board could congratulate him on his election as Vice President.
Following a motion by Mrs. Strand, seconded by Mr. Goodman, it was VOTED (unanimously) to move a request from the Willamette Valley Kennel Club for permission to hold back-to-back events out of its area in July 1999 to blue status so that the Board could act on it.
Following a motion by Mr. Goodman, seconded by Mr. Marden, it was VOTED (unanimously) to approve the Willamette Valley Kennel Club request on a one-time basis.
There was a motion by Ms. Laurans, seconded by Mrs. Strand, to move a request from the Merrimack Valley Kennel Club for permission to hold back-to-back shows out of its area in January 2000 to blue status so that the Board could act on it. The motion was VOTED and adopted (unanimously).
Following a motion by Ms. Laurans, seconded by Mrs. Strand, it was VOTED (unanimously) to approve the Merrimack Valley Kennel Club request on a one-time basis.
Following a motion by Ms. Laurans, seconded by Mrs. Strand, it was VOTED (unanimously) to move a request from the Chicago Goldcoast Kennel Club for permission to hold back-to-back shows out of its area in December 1999 to blue status so that the Board could act on it.
Following a motion by Mr. Marden, seconded by Mr. Goodman, it was VOTED (unanimously) to approve the Chicago Goldcoast Kennel Club request.
There was a preliminary review of a draft of revisions to the Guidelines for Conformation Dog Show Judges. A number of changes were made and the final version was to be voted by the Board in May.
The Board considered a proposal from the Lure Coursing Advisory Committee to add the Open Veterans Stake to the stakes where points may be earned towards the Master Courser title. Following a motion by Ms. Scully, seconded by Mr. Marden, it was VOTED (unanimously) to adopt the following, effective September 1, 1999:
Revision to Chapter XIII. TITLES Section 1. TESTING TITLES, sub-section C. JUNIOR COURSER, add the words "Open Veteran"
C. Master Courser (MC)
The Master Courser title will be awarded to hounds that have acquired the Senior Courser title and that have earned an additional twenty-five (25) qualifying scores (with competition) in either the Open, Open Veterans or Specials stake at AKC licensed or member club lure coursing trials.
Revision to Chapter XIII. TITLES. Section 2. FIELD CHAMPIONSHIP (FC). First paragraph, add after the "panels" the following:
"and at least one point must be earned in competition with a hound of the same breed."The Board also considered a second proposal from the Lure Coursing Advisory Committee concerning the administration of tests and trials. Following a motion by Mr. Goodman, seconded by Ms. Laurans, it was VOTED (unanimously) to adopt the following, effective September 1, 1999:
Chapter III. Section 1. APPOINTMENT OF LURE COURSING TEST AND TRIAL COMMITTEE. Add the following sentence to the second paragraph, the following position and notation:
"The Field Committee shall be comprised of at least five members of the club who shall fill the positions of:""Paddock Master"
"Note* All members of the Field Trial Committee involved in the preliminary investigation, and/or official misconduct hearing must be members of the event-giving club."Chapter III. Section 5. HUNTMASTER
Delete current #18, move all remaining sections forward:

He indicated that the committee had discussed prioritizing existing projects and pending items and the possible development of a plan for Homeowners and Auto Insurance.
Mrs. Strand gave a report for the Public Affairs and Marketing Committee. Mr. Sprung, staff, was present for this report and enumerated some of AKC’s marketing initiatives, including: RFP’s on an AKC catalog and an Art Book; IAMS sponsorship of AKC’s National Agility Championship and World Team; and the sale of AKC mailing lists.
Mr. Sprung reported on overtures AKC has received about sponsoring a televised conformation invitational championship. Following a motion by Mrs. Strand, seconded by Mrs. Welsh, it was VOTED (unanimously) to direct staff to explore this concept. He also reported that AKC had hired Carolyn Franks as Director of Marketing and Sponsorship and that she was to start in mid-April.
Mrs. Strand reported on the idea of an award for outstanding contributions by purebred dogs in everyday life. A formal proposal would be brought forward for Board consideration at a future meeting.
Mr. Merriam gave a report for the Board Discipline Review Committee.
An appeal submitted by John Kalogridis (Huntington Station, NY) was denied. He was suspended by the Event Committee of the Eastern German Shorthaired Pointer Club for verbal abuse of a judge at its February 27, 1999 trial. The AKC Management Disciplinary Committee imposed a suspension of six months, effective February 27, 1999, and a $300 fine. Mr. Kalogridis requested reconsideration from the AKC Management Disciplinary Committee, but the original decision was sustained.
Dr. Mays reported on plans for the AKC Canine Health Foundation’s October 1999 Parent Club Health Conference. Following a motion by Dr. Battaglia, seconded by Mr. Marden, it was VOTED (unanimously) to make a grant of $50,000 to support this conference.
The Board returned to a discussion of the Future Direction of Show Events Committee. Mrs. Schwartz and Mr. Liosis were present for this discussion.
Following a motion by Mr. Goodman, seconded by Ms. Scully, it was VOTED (unanimously) to adopt the following policies:
Effective immediately:
Clubs may hold their events in any sequence of dates provided that they have held licensed events for at least three consecutive years.
- The events must
be held within a 100-mile radius of the club’s territory, and are
subject to host club approval.
- If both of an all-breed club’s events are held out of territory, double compliance (educational) requirements will be necessary.
- Host club to be
clearly identified, if applicable.
- Approval of more
than four all-breed shows is contingent upon exceptional site capabilities
and Executive Field Staff recommendation and subsequent site approval
by Event Plans. (There is a checklist for site inspection.)
- Continuation of cluster approval will be based on daily inspection and subsequent monitoring of conditions to provide dogs and exhibitors with stable and safe venues.
A cluster committee consisting of a representative from each club must be established to coordinate dates, grounds, special attractions, etc. The function of the cluster committee is to coordinate overall plans for the cluster. Each club remains responsible for the management of its own event. The individual event committee must comply with existing AKC Rules, Regulations and Guidelines. Guidelines for the cluster committee follow:
GUIDELINES FOR CLUSTER COMMITTEE
Each club remains responsible for the conduct of its own event.
Each club will have one representative on the Cluster Committee.
Work out event schedule at least one year in advance. Any date conflicts must be resolved by the clubs.
Submit all event applications together in one package to event plans, if possible. This will prevent unnecessary delay in issuing all event approvals. This applies to applications for "regular" shows, not designated specialties.
Judges selection, contracts, etc. are the responsibility of the individual show-giving clubs and any disputes must be worked out by the clubs.
Common site application form may be submitted in lieu of individual host club letters. Form must be signed by all club representatives.
Club Representatives will work with Events Field Representative, Grounds Chair/Committee and Superintendent on daily site inspections for their respective events.
Cluster committee may remain the same from year to year.
Cluster committee would also be responsible for the following:
- Securing accessory
services and equipment such as telephones, public address system, potable
water, chairs and tables, all concessions.
- Submitting a consolidated
Emergency and Disaster Plan form to event plans. The form should identify
all clubs in the cluster and their event dates. The form may be signed
for the cluster committee by a designated individual.
- Dealing with outside
personnel such as site management.
- Making sure there
is adequate insurance coverage for all clubs/days.
- Each club is responsible
to identify itself on its event application as part of a cluster.
- The Common Site Application must accompany the event application for all participating clubs.
There was a discussion on malicious and harmful electronic communications that are prejudicial to the sport. Staff was directed to do preliminary exploration on what, if any, role AKC should play in responding to this, and to report back to the Board.
The Board did a preliminary review and discussed proposed revisions to the Judges Approval system. Mrs. Welsh, Chairman of the Board Judges Review Committee, outlined the recommendations, which were based upon input from former committees and various segments of the Fancy.
